Water Utility Coordinator
The Water Utility Coordinator provides technical assistance in the design and implementation of tasks and activities targeted at improving the management capabilities and performance of the Regional Water Establishment (RWEs) in the water sector. She/he will support Water Establishments and private entities to increase efficiency in water management through the introduction of performance-based contracting in managing Non-Revenue Water (NRW) and Water Demand Management (WDM). She/He will be interacting with RWEs officials, private sector entities and operators, and other key water sector stakeholders. The key role of this Coordinator is to support the process of outsourcing and managing PBC awarded to the private sector in Demo Areas (DAs) and other regional water systems as deemed necessary. Under the overall supervision of the Utility Management and Private Sector Engagement Team Lead the Coordinator reports to the Water Demand Management Specialist.
Key Duties and Responsibilities:
- Support WSC’s private sector engagement (PSE) strategy in water management and water resources protection that is adapted to the current financial and economic crisis in Lebanon.
- Support WSC in managing water protection grants designed to support private businesses and industries in complying to water protection.
- Coordinate with Water Establishments and their specially appointed units to support efficient management of NRW and WDM.
- Support managing the PBC contracts and WSC risk mitigation process in collaboration with WSC’s lead A/E design and supervision firm.
- Coordinate and link NRW and WDM activities and contribute to the preparation of contractually required reports to USAID.
- Perform regular site visits to monitor and report on deliverables related to the water management and operation.
- Provide data needed by WSC MEL & CLA Team for the calculation of WSC targets set by USAID.
- Provide information to WSC’s Communication Team to ensure that water management efficiency enhancement activities are highlighted and included in communication tools, success stories and progress reports.
- All DAI Water Sanitation and Conservation staff are expected to perform some crisis response duties that may not be captured in their job description. All WSC staff are expected to be willing to assist with crisis response related activities within the reasonable recognition of their existing job expertise, experience, skills, and education.
- Other tasks as required.
Qualifications:
- 2-3 years of experience working in the water management sector.
- Must have a completed bachelor’s degree in relevant fields such as environmental studies, water management or Engineering. Preference will be given to the candidates with M.Sc./M.Tech./ME degree in relevant field.
- Demonstrated field work experience, including in an international development context as a preference.
- Strong strategic planning and management skills as well as strong teamwork and effective cross-cultural interpersonal skills.
- Demonstrated knowledge of the public sector in Lebanon including regulations, laws, and institutional structures is an asset.
- Demonstrated communications, presentation, and reporting skills.
- Fluency in written and spoken English and Arabic is required.
