Première Urgence – Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Shelter, Protection, Health and Food Security Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the direct supervision of MEAL Coordinator, the MEAL Manager will operationalize and improve MEAL systems across PU-AMI country program. S/he will be accountable to provide leadership to entire MEAL functions including PU-AMI partners through contribution to Log-frames design, MEAL plan development/improvement, Indicator Performance tracking systems development, and to support accountability through contributing to ensuring the community voice and choice is addressed across the program life cycle. Moreover, S/he will be ensuring that learning is captured and utilized throughout current and future projects.  The MEAL Manager will technically manage MEAL Officers in North base.

This role requires building the capacity of the team members, and will consistently ensure that MEAL systems and tools are implemented across the teams. This position will support on data quality, data analysis and reporting on the MEAL activities, including the evaluations, PSS’s, PDMs and assessment reports/designs, and participants’ feedback. The MEAL Manager will compile reports on feedback and provide recommendations to the programs. The MEAL Manager will always ensure / guarantee that PU-AMI Accountability Guidelines and Core Humanitarian Standard on Quality and Accountability are respected.

  1. RESPONSABILITIES AND TASKS

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

  1. MEAL SYSTEM DEVELOPMENT AND SET UP

 

  1. Ensure that comprehensive MEAL practices are incorporated in each phase of the program cycle;
  2. Support the development of harmonized templates, tools for analysis and reporting;
  3. Support in the design/review of the new grants opportunities log frames and projects’ MEAL plans and facilitate MEAL kick off meetings following grants approval;
  4. Contribute to the preparation of data collection methods and methodologies, timelines and tools under the technical supervision of the MEAL Coordinator;
  5. Ensure that MEAL data is collected, used, and stored in adherence with data protection protocols and ethical considerations;
  6. Contribute to MEAL strategy development at mission level, through active participation in MEAL planning and development;
  7. Support in developing the MEAL Standard Operating Procedures for the country mission.

 

 

  1. REPORTING

 

  1. Produce consolidated analytical summaries using charts, graphs, tables, and narratives to fulfil internal and external reporting requirements concerning the MEAL activities;
  2. Support on writing the MEAL section updates in all monthly/quarterly donor reports;
  3. Report on selected indicators analysis periodically;
  4. Ensure that Success Stories are collected, finalized and shared with programs;
  5. Accurately archive MEAL data/analysis and activity reports in an organized manner within a shared archiving/filing system.

 

 

 

 

  1. EVALUATION

 

  1. Assist the MEAL Coordinator in conducting internal evaluations as requested, this includes developing the scope of work, conducting desk reviews, developing evaluation tools, and conducting data collection with different stakeholders;
  2. Assist the MEAL Coordinator in developing external End of Project Evaluations ToRs;
  3. Work closely with external evaluation consultants to ensure that evaluation pre-requisites are available and accessible.

 

 

  1. ACCOUNTABILITY

 

  1. Lead the roll-out at base level of the Feedback and Complaints Response Mechanism, as per relevant SOPs;
  2. Assist in engaging communities within the project design through the design and implementation of needs assessment, this includes (contribution to methods and methodologies design, data collection, analysis and reporting);
  3. Through the monitoring activities, ensure community feedback is addressed on a timely manner based on feedbacks urgency;
  4. When necessary, conduct focus group discussion and key informants’ interviews to collect in-depth feedback on monitoring trends that need further information/facts findings;
  5. Ensure that Feedback channels are functional and accessible, and gender-age appropriate by community, and that feedback providers receive timely responses;
  6. Engage community and relevant stakeholders in information dissemination sessions related to monitoring findings.

 

 

  1. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING LEARNING AND REFLECTION

 

  1. Ensure all programs are capturing lessons learnt and best practices, and are being incorporated in program design and development.
  2. Systematically and regularly facilitate methodologically sound capitalization sessions with program and MEAL teams, by presenting the results of assessments, surveys and evaluations and jointly formulating recommendations;
  3. Facilitate reflection sessions across all programs and promote culture of self-learning and efficient planning;
  4. Make sure that MEAL findings and analysis are shared and accessible online.

 

 

  1. TEAM MANAGEMENT AND CAPACITY BUILDING

 

  1. In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support the MEAL Coordinator in: drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  2. Brief newly recruited personnel under his/her management on their roles and responsibilities;
  3. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  4. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and MEAL Coordinator;
  5. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals) to promote professional development and for partners’ MEAL staff (if relevant);
  6. Provide technical support and guidance to the MEAL Field Officer(s) under his/her direct management through but not limited to: weekly work plan elaboration, weekly follow-up of activities, etc.;
  7. Ensure good communication, coordination and information level of each member of the field teams during regular coordination meetings (or other when required);
  8. Promote self-learning through sharing relevant MEAL staff documents/portals;
  9. Identify capacity gaps and schedule relevant capacity building events for MEAL staff as well as partners MEAL staff (if relevant);
  10. Conduct ad-hoc coaching and on the job training to the MEAL staff and program staff aiming at improving the MEAL culture as well as the day to day technical skills;
  11. Assist the team in improving MEAL initiatives by identifying good practices, field tested lessons learnt, and creative recommendations; share information and encourage staff to incorporate these in their daily work;
  12. Promote positive work environment and ensure the MEAL team motivation;
  13. Solve team conflicts and ensure team building and discipline.

 

 

  1. COORDINATION

 

  1. As requested, represent PU-AMI MEAL unit during internal, external meetings and workshops with different stakeholders including HQ, working groups, donors, and partners;
  2. Coordinate where necessary with Program Coordinators/Managers and Technical Advisers during MEAL tools development, and findings review sessions throughout the project life cycle.

 

 

  1. FINANCIALS (AS PER NECESSARY)

 

  1. Contribute and assist the MEAL Coordinator in proposing budgets for the MEAL unit within new proposal(s) based on the MEAL needs (i.e. new staffing, consultancies, equipment, workshops and trainings, etc.).

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

QUALIFICATIONS

Mandatory requirements

  • Language skills: Fluent in Arabic and English
  • Education degree: University degree in Social Science, Statistics, Business, Economy or any other related field;
  • Work experience: 3 years of experience in a similar position;
  • Computer skills: Advanced knowledge of the MS office software (including Word, Excel).
  • Others:
  • Very good analytical and writing skills
  • Deep understanding of project cycle management
  • Good management capacities and team leadership spirit
  • Ability to work under pressure and with short deadlines
  • Good problem solving skills
  • Good knowledge of the humanitarian context
