Assignment context:
Lebanon’s migrant population have always been a vulnerable group facing multitude barriers to accessing services and assistance, as well as multiple protection concerns such as sexual exploitation, trafficking, statelessness among children, evictions, forced and unpaid labour, and high rates of suicide. Amid the continuing deterioration of socioeconomic conditions in Lebanon, migrants were particularly impacted with over 40 per cent considered to be in acute need of humanitarian assistance, while their access to such assistance was limited.
Recognizing the need to extend assistance to migrants, IOM assumed a leading role in promoting the needs of Lebanon’s migrant population at the Humanitarian Country Team (HCT) level and across the coordination frameworks. With the launch of the Emergency Response Plan (ERP) August 2021, IOM led efforts in including a migrant sector to provide migrant-specific assistance, such as voluntary humanitarian return, case management and protection and cash assistance, as well as supporting migrants’ access to assistance across sectors.
Through the ERP process, IOM has become recognized as the lead agency on migrant humanitarian assistance by the HCT and NGO partners and leads the Migrant Sector. And within its first year of existence, the migrant sector has managed to put migrants’ needs on the agenda for both the ERP and the Lebanon Crisis Response Plan (LCRP) Framework, pushing for a needs-based, whole of population approach, and provided a much-needed platform for coordinating assistance to migrants.
Under the direct supervision of the Head of Programmes, the UN Volunteer will be supporting the Migrant Sector coordinator with the continued development of the Migrant Sector in Lebanon, supporting the planning, design and implementation of an integrated mechanism for data and information management. This will support in the coordination between NGOs, migrant-led organizations and networks and other sectors across the two major coordination plans (ERP and LCRP), as they are approaching one another.
Description of Tasks:
Under the direct supervision of the Head of Programmes, the UN Volunteer will:
– Support the planning, design, and implementation of an integrated mechanism for data and information management across all activities to ensure effective and efficient processes and data flows for the sector that deliver timely, accurate and reliable information for operational, monitoring and reporting purposes.
– Support cross-sector information management and analysis at the strategic level; support the sector coordinator in facilitating linkages with all sectors stakeholders.
– Support and strengthen field assessment mechanisms through the development, adaptation and dissemination of information management tools that meet sector needs, including protection monitoring.
– Ensure application of appropriate information technology for knowledge management, maintenance of migrant sector partner lists (e.g through Google Groups), the transition of the sector’s online profile to ReliefWeb, and archiving of information recognising limitations in connectivity.
– Support adequate reporting and effective information sharing amongst all partners; disaggregating data by age, gender, and other traits; provide information outputs in the local language whenever feasible.
– Support in the development of training modules and delivering training to sector partners on reporting mechanisms, including data collection, analysis and dissemination.
– Participate in Inter-sector Information Management Working Group and other relevant working groups. Support liaison with external partners.
– Support and enforce data protection guidelines adopted by the migrant Cluster to protect sensitive data and the individuals it represents.
– Perform such other duties as may be assigned.
