Job Purpose:
The Project Assistant, with the guidance of the Senior Project Officer, will implement Basic Assistance activities in North Lebanon, Akkar, and T5. The project aims to reduce and/or mitigate protection risks and reinforce the coping capacities of vulnerable refugees, Lebanese and stateless persons by improving access to protection services and multi-purpose cash assistance.
Main duties & Responsibilities:
Identification and assessment of beneficiaries:
Identification of people at risk within the Concern’s area of intervention to be eligible for multi-purpose cash assistance (MPCA)
Ensure the beneficiaries’ database is updated on a daily basis
Participate in the development of the MPCA eligibility tool
Assessment and verification of beneficiaries using the MPCA tool developed by Concern
Provision of multi-purpose cash assistance (MPCA):
Ensure effective and timely communication of the project activities and selection criteria to targeted beneficiaries and wider communities
Assist organisation of cash distributions in line with Standard Operating Procedures, and support Senior Project Officer to ensure cash is delivered safely and on time to selected beneficiaries
Prepare float payment and ensure closing within a timely manner
Participate in relevant assessments/surveys (needs, baseline, markets) in collaboration with the M&E team
Follow up on assistance:
Full monitoring of beneficiaries receiving MPCA (including cash post-distribution monitoring) at a minimum of 1,3 and 6 months after the start of the agreement
Preparation of an adequate filing system
Referrals & Service Mapping:
Manage and track referrals through the relevant referrals system (RAIS/RIMS/etc.) and in coordination with the other Concern departments
Provide documentation and information about all services in the area (including addresses and contact details) to beneficiaries after identification of service of each Municipality of intervention as well as nationwide
Identification of beneficiaries requiring other services and full follow up of referral to other services, especially for beneficiaries residing in unoccupied and transitionary shelters
Coordination with the Concern’s Case Management team for the identification of protection cases
Sharing of Concern Complaint Response Mechanism and contact details
Follow up on incoming referrals to the shelter team including assessment and response
Follow up on outgoing referrals from the Shelter team
Reporting and Communication:
In coordination with the WASH/Shelter team, support Concern to meet its minimum quality and accountability requirements in emergencies
Document and record all work fully including any disputes, referral issues, etc
Document and file in a confidential way documents related to ECA (Emergency Cash Assistance) for the GVB survivors under the case management services
Facilitate communication flows between refugee leaders, community focal points, and Concern staff by providing timely information as required
Coordination with other programme teams to ensure effective identification of beneficiaries and assistance to these beneficiaries
Report progress on activity info and RAIS on a daily, weekly, and monthly basis
Responsibilities applicable to all Project Assistants:
Ensure proper implementation of work plan set by line manager;
Report challenges, achievements, and program target related to their work to the line manager;
Ensure that accurate programme databases are maintained;
Share ideas that can support the development of the programs / activities & participate in the development phase as requested.

Person specification:
Education: Degree in the social sciences: Psychology, Social Work, Business administration, or relevant expereince.
Experience: Experience in cash transfers, particularly multi-purpose cash assistance for 2 years and above.
Languages: good English writing skills and fluent Arabic
Computer Skills: Microsoft Office Pack (powepoint, excel, word, and similar)
Other Skills:
Understanding of cash context in Lebanon in particular at north
Security management skills at field
