Under the direct supervision of the Finance Manager and the HR Manager, the Finance /Admin Officer (FAO) will be responsible for performing financial, accounting, grants and HR duties on the specific projects in compliance with the IOCC rules and regulations and the donors’ policies and procedures.
Responsibilities and Essential Functions:
Accounting:
Prepare, verify and post daily journal entries and transactions for income expenses, bank deposits, transfers and other financial data as provided in the approved budget(s) assigned to FAO; ensure that the proper authorization is obtained for all disbursements as well as the usage of proper financial documents.
Process registrations of all transactions in the financial tool, in a timely and accurate manner.
Prepare monthly and annual cash requests, including the budget forecasts.
Implement and monitor financial controls including bank and petty cash reconciliations to be validated by the relevant program managers and the Finance Manager.
Collate all invoices related to the specific grants managed and ensure these are processed and paid in a timely manner.
Prepare monthly payrolls and present them to the Finance Manager and the HR Manager for review before recording the payments.
Provide every month exchange rate to be registered in LAW finance tool, including calculation of the exchange rate to be used.
Budget Management
Prepare initial budgets and participate in the proposal development, in collaboration with the program team.
Attend the donor’s meetings and trainings related to budgeting and finance.
Develop financial management mechanisms and tools to ensure effective project reporting system for the assigned project(s). Enter the grant budgets in the IOCC financial system, and allocate proper accounts codes and the budgets references.
Ensure compliance with policies and accounting principles, and donors’ regulations.
Communicate accurate and up to date financial related matters to all concerned parties and act as the focal finance and HR person to report the projects’ results.
Prepare monthly project budget/expenses monitoring reports for follow up and forecast including grants.
Grant Coordination
Deliver support to the programs with setting up the budget for any new grant proposal.
Ensure optimal allocation of expenses in line with approved budgets and projected expenditures (master budget, consolidated allocation tables, BPO, etc.).
Maintain financial archives in accordance with IOCC internal policy and donor requirements.
Draft and prepare funding request and financial reports for donors.
Support with preparing and managing internal and external audits as per donor policies.
Coordinate and be focal point with partners and implementing partners for IOCC, and be able to provide training if required.
Prepare advance payments to partners and ensure supporting document are provided.
Provide an accurate breakdown for all payments done by IOCC to partners for each grant.
Perform other duties as assigned by the Finance Manager.
Human Resources
Prepare the declaration forms for NSSF and the Ministry of Finance.
Provide necessary assistance to the HR Manager during the recruitment process (e.g. post job vacancies, collect CVs, schedule and conduct interviews, and perform reference checks).
Provide necessary assistance to the HR Manager in preparing the employment agreements for the new staff.
Prepare monthly payrolls.
Provide assistance to the HR Manager in preparing the employees’ timesheets and leave requests, and reviewing the staff mileage reports and transportation allowances on a monthly basis.
Maintain and file the employees’ records.
Perform other duties as assigned by the HR Manager.
Knowledge and Skills:
Proficient computer skills including MS Office (Word, Excel, Outlook, PowerPoint, Access), Google Drive (Docs, Sheets, Slides), and Email.
Excellent written and spoken English and Arabic.
Competencies:
Dynamic individual with a demonstrated ability to understand and analyze the context, and a problem-solving attitude in a demanding and fast paced environment.
High standard of attention to detail.
Ability to manage time and prioritize work.
Experience:
A minimum experience of 3 years in the finance; experience in HR preferred.
Experience in working on donor-funded projects and INGOs will considered as a plus.
Working Conditions:
Stationed in the IOCC office in Beirut with the in-country field travel as necessary.
