Position Summary:
MSI seeks a full-time Monitoring and Evaluation Officer to work as part of MEPL’s Data Generation Unit at the project office in Zalka, Lebanon under the supervision of the project’s Senior M&E Specialist. The M&E Officer contribute across the monitoring and evaluation tasks that MEPL supports.

Responsibilities:
Specific tasks for the M&E Officer are expected to include but not necessarily be limited to:
- Support the acquisition of indicator and USAID Performance Management Plan data
- Support the collection, collation, and analysis of program performance indicator data through site visits, data verifications, in-person and remote interviews, and other related methods
- Participate in the development of program evaluation scopes of work
- Assist MEPL’s Senior M&E Specialist with the design, implementation, and oversight of mid-term and final evaluations and assessments.
- Collaborate with evaluation and assessment team consultants to provide logistical support and support data collection efforts (e.g., key informant interviews, focus group discussions).
- Support information and data management needs of MEPL’s Data Use Unit.
- Assist with the design and delivery of training to staff of MEPL partner organizations on monitoring, evaluation, and learning (MEL) best practices.
- Assist USAID implementing partners (IPs) to develop and refine their activity MEL plans.
- Participate in coaching USAID IP staff on activity MEL Plan use and associated data collection and reporting.
- Participate in training IPs on their role in MEL, such as tracking and reporting relevant indicators.
- Draft lessons learned and success story reports.
- Other duties as assigned.
Qualifications:
- Minimum of a Bachelor’s degree in social sciences, international development, statistics, data science or other related field, strongly preferred.
- Minimum of 2 years’ experience in supporting monitoring and evaluation activities, preferably through evaluations, analyses and/or assessments of development projects, required.
- Familiarity with one or more of the following development activities: local government and civil society strengthening; income generating activities; educational strengthening; promoting citizen advocacy through CSOs, and/or improvement of water and wastewater services, preferred.
- Demonstrated experience in developing scopes of work for evaluations, assessments, or similar analytical activities.
- Demonstrated experience supporting the design and implementation of evaluations, assessments, and similar analytical activities.
- Demonstrated experience in conducting field data collection activities.
- Knowledge of Lebanon’s development challenges.
- Professional proficiency in English and Arabic.
- Demonstrated communication and high-level report writing skills in English, required.
- Experience with USAID or other international donor technical assistance projects, strongly preferred.
