The NRC Lebanon Youth Programme supports Syrian refugee and vulnerable Lebanese and Palestinian youth (aged 15-30) through provision of a youth holistic package, including of vocational, life skills and language training, and guidance on pathways for further learning while ensuring that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.

NRC will provide access to structured learning and social engagement opportunities for refugee and Lebanese youth. Opportunities will vary according to the diverse educational needs of the youth population, taking into consideration sensitivities of engaging youth and linking where possible and appropriate to opportunities to enter the workforce, return to education, pursue further education and/or for personal, professional and social development.

Role Summary:

The Youth Officer is responsible for contributing to the development and implementation of the Youth program in the relevant areas through organizing and delivering Youth activities in line with NRC’s strategy and standards.

Generic Responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Coordinate the Youth activities according to strategy, proposals, budgets and plans
  3. Involve and inform communities and community leaders about the activities
  4. Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  5. Coordinate with relevant partners
  6. Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
  7. Supervise, train and develop team
  8. Prepare periodic progress reports and other documents as required
  9. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities
  10. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action.

Specific Responsibilities:

  • Supervision of works on field and workshops in accordance with course curricula, and technical specifications; ensuring correct implementation of vocational works according to quality standards and designs.
  • Checking, recording, and testing of completed works in coordination with youth staff and trainers.
  • Participate in design and implementation of youth assessments (i.e. trainers’ training needs, youth participation, workshops management, community involvement in youth etc…)
  • Responsible for the day-to-day activities at workshop level and all workshops level participation.
  • Create and maintain a safe classroom environment conducive to learning and appropriate to the physical, social, and emotional development of youth both inside and outside the workshops/centers
  • Develop and maintain positive relations with refugee and host communities, local authorities and other local actors.
  • Plan and prepare outreach work and conduct frequently outreach information and counseling sessions with identified communities.
  • Ensure that the projects implemented are realized in a timely manner and as per the objectives and activities in the project work plan.
  • Monitor and maintain quality youth programs
  • Collect and enter data for monitoring and evaluation processes e.g. data base, youth daily attendance
  • Process, document and archive all administrative processes

 

Competencies:

Professional competencies:

  • Bachelor’s degree in Engineering (preferred in mechanical, civil or electrical) , youth development or related field
  • 2-3 years’ experience from working in youth and vocational training projects
  • Previous experience from working in complex and volatile contexts
  • Fluency in English, both written and verbal
  • Knowledge of NGO operations and the dynamics of the humanitarian sector
  • Strong documentation, research and report writing skills
  • Knowledge and experience in child protection issues
  • Experience in designing and presenting training and participatory programs
  • Experience in community sensitization/ mobilization
