Organizational Context

Job Purpose
The Regional Logistics Officer will ensure/ support that Norwegian Red Cross country teams are able to undertake necessary operational logistics, procurement, and supply chain services.
Job Duties and Responsibilities
– Across the MENA region, support timely and quality logistics services and procurement process in support of Norwegian Red Cross humanitarian project deliveries and in accordance with professional standards
– Support in coordinate the regional support and cooperation with IFRC and ICRC in the region and support Norwegian Red Cross logistics development programmes in the regions
– Prepare and maintain a well-functioning Norwegian Red Cross logistic and procurement operation in MENA Region in close coordination with the HQ and relevant Country Teams in accordance with Norwegian Red Cross standard procurement practices.
– Prepares request for payments ensuring the full supporting documents are in place and ensures that payment requests are signed in accordance with Norwegian Red Cross accountability matrix.
– Maintain and update the procurement tracking on weekly basis and share it with CPMs.
– Control and follow up on procurement plan for the region and make sure it is updated by the Country Offices
– Lead on identifying and maintaining an up-to-date suppliers list for different countries in the region and different procurement categories.
– Conduct reference check for nominated suppliers and report it to the senior logistics officer.
– Control and follow up on the procurement processes conducted by HNS’s for local procurements and make sure it’s in line with the HNS’s procurement guidelines.
– Assist Senior Logistic officer in conducting HNS’s assessment visits
– Assist Senior Logistic Officer in conducting capacity building for country field office and HNS
– Maintain a channel of communication between different PNS’s to ensure efficient procurement
– Lead or Support on Country Office and HNS local procurement and quality assurance of the procurement process
– Support HQ in conducting a full procurement process following Norwegian Red Cross procurement Guidelines, follow up on the delivery and quality assurance.
– Support in the preparation of Budgeting of Procurement
– Maintain an up-to-date inventory of the moveable assets of the Regional/country office
Fleet management
– Regularly check and ensure that Norwegian Red Cross vehicles are in good condition
– Responsible for the management of the fleet
– Follow up closely with IFRC to make sure that regulations are put in place and followed and liaise with the responsible of IFRC concerning repairs and improvements.
– Collect Logbooks on a monthly basis and report to the IFRC fleet department
– Other duties assigned by the line manager.
Collaboration
– The Logistics Officer will liaise with suppliers and service providers to ensure timely and effective delivery of goods and services to Norwegian Red Cross supported activities in collaboration with the Procurement and logistics offers at the Host National Society.
– The Office will be integrated in the team composed by Senior Regional Logistics Officers and Global Logistics Coordinators at the National Office, jointly establishing and overseeing Norwegian Red Cross Procurement Guidelines and ensuring fluent work relations across units and departments.
– Liaises with international and governmental agencies when appropriate. Together with the IFRC regional office or ICRC country offices, seek consistent communication to ensure purposeful collaboration and risk management in the region.
– Coordinates requisitions and procurement processes with country teams. Supervises technically relevant logistics personnel in Norwegian RC Country Offices.
Education
Relevant University Degree – Required
Professional Qualifications in Logistics Management, Business Administration or equivalent – Required
Experience
Minimum 3 years of Experience – Required
Professional experience in general logistics; including warehousing, transportation, customs clearance & procurement – Required
Knowledge, Skills and Languages
Working in RC/RC National Society or IFRC/ICRC – Preferred
Experience from medical, or water and sanitation logistics — including warehousing, transportation, customs clearance and procurement — for international humanitarian operations is an asset – Preferred
Demonstrably experience from overcoming legal or other obstacles to carry through with tasks assigned – Preferred
Ability to establish priorities and to plan, coordinate and monitor work plans, and to present concise oral and written logistics operations reports, and other supporting documentation – Preferred
Successful track record of logistics operation management, in high-risk contexts – Preferred
Fluency in relevant IT tools, including with Microsoft Office – Required
Highly organised/time management – Required
LANGUAGES
