Who we are.

Jesuit Refugee Service is an international Catholic humanitarian organization that operates in over 50 countries and whose mission is to accompany, serve, and advocate the cause of forcibly displaced people, that they may heal, learn, and determine their own future. JRS’s mission encompasses all those defined as refugees by international law as well as by Catholic Social Teaching, including internally displaced persons, those fleeing the economic breakdown of states and stateless persons. JRS carries out its work at the regional and national levels with the support of an international office based in Rome, Italy and currently prioritizes Reconciliation, Mental Health and Psycho-social Support, Education and Livelihoods and Advocacy.

JRS began working in the MENA region in July 2008 and is currently operating in Iraq, Jordan, Lebanon, and Syria. JRS programmes in the region deliver multisectoral interventions including home visits, emergency assistance, child and adult education, mental health and psychosocial support, social services, protection, health care, and advocacy initiatives.

Safeguarding Unit at JRS MENA

JRS places human dignity at the centre of its relief and development work. The Safeguarding Unit at the JRS MENA Regional Office supports the implementation of JRS safeguarding policies and procedures in Lebanon, Jordan, Syria, and Iraq. It serves as a resource to the country (child) safeguarding officers, projects focal points, their deputies, as well as staff to build their capacities on safeguarding, ensuring the proper implementation of the safeguarding action plans.

Expected Outcomes of the Consultancy

This consultancy aims to strengthen existing safeguarding structures in JRS MENA, to build on them, and to maintain a solid staff formation programme that would be available for the next few years. The outcomes could be summarized as follows:

  1. JRS MENA has unified and strengthened safeguarding structures and practices.
  2. JRS MENA has improved training systems and resources for staff.
  3. JRS MENA staff have improved awareness of safeguarding policy and practices.
  4. JRS MENA has additional human resources for internal investigations.

Activity Plan

  • Follow an in-depth induction to JRS safeguarding policies and practices.
  • Hold In-person or online meetings with safeguarding officers and focal points in Lebanon, Syria, Iraq, and Jordan.
  • Submit a report on the status of safeguarding in JRS MENA and facilitate an in-person workshop to discuss the findings and the recommendations.
  • Prepare and co-facilitate a regional workshop on safeguarding and investigations in Beirut.
  • Develop training material to be used for induction and training of JRS staff: training package, short videos on safeguarding in JRS (with the help of JRS communications staff), and further training on investigation for safeguarding officers and focal points.
  • Organize ten individual coaching sessions for safeguarding officers and/or deputies.
  • Conduct and support in investigations when needed.

Skills, Qualifications, and Personal Attributes

  • Compassion for refugees and other forcibly displaced persons and commitment to their cause.
  • Advanced degree in management, human resources, protection, education, social work, or any other related field.
  • Advanced training on safeguarding and investigation processes in humanitarian and development contexts.
  • Strong professional experience in safeguarding and investigations. Previous experience with faith-based organizations is an asset.
  • Proven experience in conducting trainings and workshops on safeguarding.
  • Fluency in verbal and written English and Arabic.
  • Proficiency in Microsoft Office suite, particularly Word, Excel, and PowerPoint.
  • Strong coordination skills and capacity to work with teams as well as independently.
  • Excellent organizational, interpersonal, and communication skills.
  • High integrity and honesty; ability to deal tactfully and discreetly with people, situations, and information.
  • High sense of discretion in dealing with confidential matters.
  • Ability and willingness to travel to JRS project sites and adapt to modest living and working conditions..
