1. Purpose
The Gender and Protection Officer implements Gender and protection (GBV & CP ) prevention and response interventions and contributes to the overall CARE programing in Lebanon. The position focuses on mainstreaming and integrating gender and women empowerment in a Food security and Livelihood project. This includes overseeing and contributing to the inclusive execution of field activities implemented by partner organizations to ensure a Gender lens is applied, with a special focus on gender equality, women empowerment, social and disability inclusion, ensuring equal access for all participants. Supporting in creating, adapting, and tailoring the project’s gender approach and relevant documents. Delivering Gender and GBV related training sessions to different stakeholders. Managing quantitative reporting data, coordinating seamless field activities, and upholding CARE’s mission and values. In parallel, the role contributes to monitoring, evaluation, accountability, and learning efforts by reporting on program quality activities and supporting the implementation of MEAL activities in collaboration with the Gender and Protection Coordinator, facilitators, Gender and Reporting consultant and MEAL team, ensuring the confidentiality of beneficiary data in line with established guidelines.
The role also entails the management of the Facilitator Consultant, who plays a crucial role in delivering Gender equality and women empowerment awareness sessions and follow a specific curriculum. Tailoring sessions as per context while supporting in direct implementation of the sessions is required.
2. Reporting Lines
The Gender and Protection officer will report to the Gender and Protection Coordinator on weekly achievements, challenges and recommendations and s/he will contribute to quantitative and narrative reports according to donor’s and CIL requirement.
3. Organizational Relationship
The Gender and Protection Officer will work closely with the Project facilitator and Gender Consultant under the supervision and guidance of the Gender and Protection Coordinator. He/ She will closely coordinate with MEAL, Project partners and implementation team.

4. Specific Duties and Responsibilities
1. Project Implementation:
• Support In Designing and conduct a capacity needs assessment to Care and project partners, suppliers and consultants on Gender knowledge and design trainings accordingly.
• Support in Designing and conduct a capacity needs assessment to project beneficiaries on Gender Knowledge and design trainings accordingly.
• Deliver trainings to CARE project partners, suppliers and consultants on Gender Equality and Women Empowerment, Gender Mainstreaming and GBV Risk Mitigation.
• Support in Reviewing documents, reports, and training material for Care and Project partners to make it gender sensitive.
• Prepare Gender Equality and Gender Based-Violence training/awareness outline and adapt the existing material, accordingly, Develop a plan for delivery of the awareness campaign to all project beneficiaries.
• Support facilitator upon need in Conducting Gender Equality and GBV awareness to all project beneficiaries.
• Support facilitator upon need in Conducting the project’s existing Gender Transformative curriculum with a selected number of beneficiaries.
• In coordination with Gender data and reporting Consultant, Support Project partners in the design and analysis of the Post Distribution Monitoring, baseline and endline surveys.
• Monitor Gender sensitive GRM mechanism.
• Develop gender sensitive guidelines for the technical needs assessment.
• Support in the endline data collection and analysis.
• Support in Reviewing and updating TORs, guidelines, assessments and other needed documents to ensure it’s gender sensitive.
• Coordinate field activities to ensure they run smoothly and effectively, resolving any issues that arise.
2. Reporting:
• Report on progress and achievement of activities and on relevant indicators of the M&E matrix.
• Develop narrative reports as per donor’s requirement.
3. Adherence to CARE’s Principles: Uphold and promote CARE’s mission, principles, and values in all activities and interactions.
4. Monitoring, Evaluation, Accountability, and Learning (MEAL):
• Report on existing MEAL plans and program quality activities in a timely manner.
• Support the implementation of monitoring and evaluation activities in coordination with the Gender and Protection Coordinator and the MEAL team.
• Ensure the confidentiality of beneficiaries’ data as per established guidelines.
5. External Representation:
• In close collaboration with the Gender and Protection Coordinator, ensure CARE representation in relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
• Maintain a strong and supportive relationship with regional agencies, partners and municipalities.

5. Qualifications / special skills or knowledge
a. Skills & knowledge:
Skills:
• Experience in working with communities from different backgrounds.
• Experience in integrating Gender and Protection with other sectors, especially Food Security and Livelihoods.
• Experience in providing Gender and protection related training.
• Experience in providing awareness sessions and Gender Equality sessions with beneficiaries in different areas.
• Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
• Excellent teamwork skills.
• Ability to manage conflicts, work well and coordinate at a field level with partners/contractors and ensure a timely delivery of the proposed works.
• Ability to build strong and credible relationships with partners, beneficiaries, CARE staff, beneficiaries, International/Local NGOs, local authorities, and communities.
• Experience working or collaborating with NGOs is a plus.
Knowledge:
• Knowledge of CARE’s policies and commitment to gender equity and diversity
• Knowledge of Child Safeguarding policy and PSEA (protection from sexual exploitation and abuse)
b. Experience:
At least 1-3 years of relevant experience, especially at NGOs, academic organizations, Gender equality and Women empowerment, Protection, training provision on Gender mainstreaming with an understanding of the Lebanese socio-economic context.
c. Academic background:
Bachelor’s degree in one or several of the following areas: Gender studies, Anthropology, Public health, social science, humanitarian affairs or similar
d. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
Knowledge of other languages is an asset but not mandatory.
6. Other contract elements
Benefits: Social security/Health Insurance & Transport allowance.
The direct supervisor reserves the right to adapt this job description at any time during employment according to needs.
Any extension of this contract is dependent on performance review and funding availability.
