The Procurement & Logistics Officer will be in charge of the following:
Procurement Management:
- Conduct thorough market studies to identify potential suppliers, products, and services.
- Develop and implement effective procurement plans to meet organizational and project needs.
- Execute procurement processes, including drafting Call for tenders, RFQs, evaluating bids, minutes of selection, contracts etc.
- Ensure compliance with procurement policies, regulations, and ethical standards.
- Collaborate with stakeholders to understand requirements and ensure cost-effective procurement solutions.
- Maintain accurate records of procurement activities, contracts, and vendor relationships.
- Monitor and assess supplier performance to maintain high standards of quality and efficiency.
Logistics for Trainings and Events:
- In collaboration with the PMs and the communication officer, Coordinate logistics for training sessions, conferences, and other events.
- Manage transportation arrangements for participants, ensuring timely arrivals and departures.
- Arrange catering services, considering projects preferences.
- Facilitate venue renting, overseeing setup, and addressing any logistical challenges.
- Coordinate visibility needs, moderation, translation and interpretation services.
Services and Equipment Procurement:
- Launch the necessary procurement process to Source and procure services, supplies, and equipment required for projects.
- Ensure compliance with procurement policies, regulations, and ethical standards.
- Monitor and track the delivery status of supplies, ensuring that the received items meet the specified specifications.
- Maintain accurate records of procurement activities, contracts, goods reception notes, completion reports etc.
- Initiate and oversee the equipment donation process, ensuring effective preparation and follow up.
Office/Projects Inventory Management:
- Develop and implement inventory management systems for office and project supplies.
- Conduct regular audits to track inventory levels, identify discrepancies, and reorder as needed.
- Collaborate with relevant teams to forecast inventory needs and optimize stock levels.
- Ensure efficient utilization of resources and minimize wastage through effective inventory controls.
IT Management:
- Manage IT functions such as laptops formatting, applications installation, and troubleshooting.
- Coordinate with IT support for more complex technical issues.
- Ensure that all hardware and software are up-to-date and in compliance with organizational standards.
Qualifications and Skills:
- Bachelor’s degree in business administration, Supply Chain Management, or a related field.
- 5 to 7 years of experience in the procurement and logistics field.
- Proven experience in procurement and logistics management.
- Proven experience in public administration procurement policies and procedures.
- Fluency in French, English & Arabic are required.
- Strong analytical and negotiation skills.
- Excellent communication and interpersonal abilities.
- Familiarity with relevant procurement regulations and best practices.
- Detail-oriented with a focus on accuracy and efficiency.
- Proficient in using procurement and logistics management tools.
- IT knowledge is an asset.
