Overview:
Anera proposes to execute the cash for education project in North Lebanon, South Lebanon, & Beirut, while optimizing resources like field offices, experienced staff, access to public schools, local authorities,& financial, monitoring,& referral systems. Comprehensive training on gender, protection, PSEA, & inclusion will be provided to team members.
POSITION SUMMARY
The MEAL Officer plays a pivotal role in ensuring that Anera’s projects maintain the highest standards of accountability, efficiency, and effectiveness. Beyond rigorous monitoring and evaluation, this role emphasizes continuous learning from project experiences and the effective communication of results to a wide range of stakeholders. Reporting directly to the MEAL Manager, the MEAL Officer is responsible for facilitating knowledge transfer, ensuring project compliance, and promoting a culture of transparency and iterative learning. This position requires extensive travel to project sites.
Duties and Responsibilities of MEAL Officer:
Ongoing Project Monitoring and Compliance:
●Monitor ongoing projects to ensure alignment with stated objectives.
●Detect challenges and non-compliance, initiating timely corrective actions.
●Assess project activities’ relevance to overall objectives and beneficiaries.
●Data Analysis, Interpretation, and Communication.
Lead data collection efforts, both qualitative and quantitative:
●Employ triangulation for data interpretation, ensuring conclusions are robust.
●Communicate results effectively to staff, partners, and beneficiaries, ensuring transparency and understanding.
Beneficiary Assessment:
●Check beneficiary compatibility with project objectives and selection criteria.
●Regularly evaluate the impact of interventions on beneficiaries.
●Evaluating Outputs, Outcomes, and Facilitating Learning.
Measure project outputs and outcomes against indicators:
●Understand the reasons behind results to foster learning and continuous improvement.
●Facilitate participatory “lessons learned” sessions at the end of each project, engaging various stakeholders to gain insights and experiences.
Stakeholder Engagement and Feedback Mechanism:
●Develop and oversee responsive, inclusive, and confidential feedback mechanisms.
●Engage stakeholders to gather feedback and integrate learnings into ongoing and future projects.
Learning and Knowledge Transfer:
●Promote the documentation and dissemination of best practices and lessons learned.
●Foster a culture of continuous learning and knowledge sharing within the organization.
●Ensure that project experiences are captured and used to inform future projects and interventions.
Communication Strategy:
●Develop strategies for communicating project results to various stakeholders.
●Collaborate with the Communication Department to ensure effective dissemination of results, success stories, and testimonials.
TASKS:
●Collaborate with the MEAL Manager and Program Manager to draft M&E Plans for ongoing and new projects, detailing methodologies, tools, and timelines.
●Implement MEAL activities, ensuring integration of quality, accountability, and learning components.
●Conduct field visits to monitor project alignment and goals.
●Enhance organizational learning by collecting and analyzing data, producing reports, and guiding project design and implementation.
●Represent Anera in relevant working groups and support the Communication Department in result dissemination.
●Other tasks that the MEAL Manager requests.
QUALIFICATIONS:
- Bachelor’s degree in social sciences, development, or related discipline; a Master’s degree is a plus.
- Formal training in monitoring, evaluation, and learning methodologies.
- A minimum of 5 years of experience in M&E frameworks
- Experience in data collection, triangulation, qualitative, and quantitative analysis.
- Proficiency in stakeholder engagement, ensuring participatory learning, and effective communication
- Strong interpersonal skills and proficiency in English and Arabic.
- Advanced interpersonal, written and verbal communication skills in English and Arabic
- Strong analytical and conceptual skills;
- Strong problem-solving skills
- Ability to work appropriately with a variety of populations and stakeholders,
- Strong presentation skills, presenting evaluation findings through a variety of mediums— data visuals (graphs), reports and presentations
