FHI 360 serves more than 70 countries and all U.S. states and territories. In Lebanon, FHI 360 is implementing the USAID-funded Lebanon Civic Action Accelerator Program (LEB-CAAP), which aims to enhance civil society responsiveness to locally driven demands to accelerate inclusive rights-based policies, practices, and services through a combination of grants, technical assistance, and partnerships. Job Responsibilities:

FHI 360 is seeking Grant Officer(s) (junior and/or senior level) to support the LEB-CAAP program. The below job description and responsibilities will be customized depending on the experience and qualifications of the selected candidate(s) with salary commensurate with roles, responsibilities and experience in line with FHI 360 salary scale.

The Grant Officer(s) will report to the Grants Team Leader and be responsible for overall administration of assigned subawards, coordinating with the Technical and MEL teams on grant design and subawardee performance monitoring as well as with Grant Accountants and Finance team on grant spending. S/he will be involved in all aspects of the grant cycle, from pre-award to close-out including preparation of sub-award packages, monitoring, overall subaward administration and close-out in line with USAID and FHI 360 requirements. Other responsibilities include but are not limited to:

  • Contribute to design of solicitations (Requests for Applications / Annual Program Statements) and accompanying application materials;
  • Consolidate solicitation competition package for internal approvals and USAID concurrence;
  • Organize all aspects of the competition, including dissemination, questions and answers process, solicitation workshops, processing of applications, coordinating and facilitating evaluation committee reviews, documenting selection process, informing applicants of their status, application tracking, etc;
  • Coordinate with shortlisted applicants and LEB-CAAP team to finalize project design and budget as well as reporting requirements;
  • Conduct necessary pre-award due diligence for each potential grantee per USAID and FHI 360 requirements, including donor references and reputational checks, cost verification, etc.;
  • Ensure subawards include pre-award financial risk assessment conditions, documentation requirements, and environmental compliance requirements, as needed;
  • Identify risks and recommend plan for mitigation including justification of working at risk;
  • Draft negotiation memo, outlining the grant negotiation process, detailed budget and cost analysis, and prepare grant package for review and approval;
  • Prepare and finalize dually signed grant agreement and conduct orientation sessions with grantees to review contractual obligations;
  • Monitor subaward compliance, coordinating with technical and MEL teams on grantee project performance and with Grants Accountant on financial reporting and compliance, alerting senior management on any concerns and recommend alternative approaches to overcome any negative impact;
  • Coordinate with the technical team on grantee reporting and finance team on grantee reimbursements, payments, obligation tracking, etc;
  • Prepare modification requests in conjunction with the technical team (i.e., no-cost extensions; revisions in scope or deliverables; obligation increases or de-obligations);
  • Administer all aspects of grant close-out and required documentation, including compliance with special award conditions and deliverables;
  • Update and maintain grant filing in coordination with technical and MEL teams and grants accountant;
  • Regularly update the grant tracking system that allows for quick and easy assessment of the status and performance of each grantee, including grant spending and contractual compliance;
  • Develop and maintain strong relationships with counterparts (internal and external);
  • Respond to audit matters (internal and external);
  • Provide on-going LEB-CAAP support to grantees on contractual issues and indications of high risk based on donor regulations, and specific award terms and conditions;
  • Contribute to the development and delivery of specialized training to staff on policy, regulations, and best practices in subaward administration;
  • Conduct periodic reviews of the subaward portfolio with the senior management;
  • Other responsibilities as needed to support project objectives.

Minimum Qualifications:

  • Bachelor’s degree or International Equivalent in management, business administration, accounting, international development, or related field;
  • 2 to 5 years of experience in areas of grants, program design, grant administration, project management or relevant experience in international development, preferably with USG / USAID programs;
  • 2 to 5 years of experience in the administration of various types of grants, including fixed price agreements, cost reimbursement agreements and in-kind grants preferred
  • Proficiency in complying with international donor grant rules, regulations, and policies required, preferably USAID;
  • Strong coordination skills and ability to bring together diverse groups together and facilitate consensus and agreement on project parameters;
  • Strong ability to multitask and thrive in a high-paced environment, Detail-oriented and task-driven; and good reporting skills;
  • Fluency in written and spoken English and Arabic;
  • Proven computer skills with Microsoft tools.
