Mercy Corps’ Rapid Needs Assessment in response to the October 2023 displacement of population in Lebanon
In preparation for its response to increased household needs as a result of current and potential displacement of population from and in South Lebanon, Mercy Corps is rolling out a household-level rapid needs assessment. The assessment will be done in person, using tablets via the Commcare software.
Mercy Corps is looking for qualified data collectors to be hired on a daily basis to conduct this assessment in-person in displacement site (location to be determined as the situation evolves). The data collectors will work closely with Mercy Corps’ Program Performance & Quality (PaQ), MERL and program teams.
The data collector is primarily responsible for collecting field data, they have direct contact with respondents and have a great bearing on the quality of the data collected and ultimately on the quality of the output. The data collectors will be trained on the tool and accompanied during the data collection.
Essential Responsibilities of the Data Collector
- Attend data collectors’ training (online or in person)
- Collect data using the Rapid Needs Assessment survey in person in South Lebanon, Beirut and / or the Bekka as needed based on populations movement
- Be responsible and take appropriate care and use of the assigned electronic tools of data collection.
- Gather and accurately record survey responses
- Ensure that the daily plan and targets are respected and adhered to
- Ensure data entry and that the collected data is accurate and complete and assist in data analysis as required
- Work closely with Mercy Corps teams to enhance effective coordination during data collection. Provide regular and timely feedback to the designated team leaders; liaise and coordinate with the Mercy Corps team on a daily basis
- Ensure compliance with security procedures and policies as determined by country leadership.
Accountability
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our project participants guiding international relief and development work, while actively engaging participating communities as equal partners in the design, monitoring and evaluation of our field projects.
Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
Required Knowledge and Experience
- Excellent data collection and communication skills;
- Experience with field-based data collection, ideally using mobile data collection applications (Commcare is a plus, but ODK, ONA is fine)
- A demonstrated ability to multi-task and process information into action as to not delay program activities.
- Ability to work effectively with an ethnically diverse team in a sensitive environment;
- Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties
- Demonstrable understanding of the concept of confidentiality, data safety etc.
- Commitment to and understanding of Mercy Corps aims, values and principles
- Knowledge of local context
- Preferably the candidate has a driving license and a vehicle
- Sound knowledge and ability to apply Code of Conduct, SPHERE and humanitarian standards and principles.
- A willingness to travel throughout the project areas in the assigned Area of Responsibility.
Success Factors
The successful Daily Data collector will be bright, energetic, hard-working, and eager to learn. S/he will take a deep personal interest in humanitarian assistance. S/he will be attentive to detail and able to carry out assigned tasks in a timely manner and according to a very high standard of quality. S/he will be creative and flexible, contributing to developing and encouraging new and innovative solutions, but at the same time will not have any difficulty in adhering to systems and procedures. S/he will strictly follow all protocols related to safety and security, and holds self-accountable for making decisions, managing resources efficiently, achieving and role modeling Mercy Corps’ values.
