Job Responsibilities:
FHI 360 seeks qualified candidates to serve as the Capacity Strengthening Officer II. This person will be overseeing and executing various aspects of the capacity strengthening activities, interventions and grants within the LEB-CAAP program. The Technical Officer II will be responsible for managing the capacity strengthening framework and interventions, supporting the localization strategy, designing and implementing assessment tools and training curricula, promoting collaboration among civil society actors, ensuring compliance, and actively engaging in institutional strengthening and grants management. The role also entails a strong focus on gender equality, safeguarding, and social inclusion (GESSI), along with active participation in grantee and civil society actors’ engagements. Reporting to the Senior Team Leader/Capacity, the Technical Officer II will contribute to the effective design, delivery, and evaluation of capacity strengthening initiatives to enhance the capabilities of local non-profit intermediary support organizations (ISOs) and civil society actors.
Responsibilities include but are not limited to:
Capacity Strengthening Framework and Interventions within LEB-CAAP:
- Coordinate all activities related to LEB-CAAP’s capacity strengthening framework and defined interventions, including curricula, tools, resources, and assessment processes.
- Support in designing and implementing interventions aligned with the program’s localization strategy, with a focus on supporting local non-profit ISOs.
- Coordinate CSO training certification and grants programs to support ISOs in delivering capacity strengthening at the governorate level.
- Contribute to the design and implementation of capacity strengthening assessment tools, training curricula, and material as needed.
- Follow up with technical staff, ensuring effective task distribution, mentoring, coaching, quality assurance, and performance management.
- Follow up with long-term technical advisors, external consultants, subcontractors, and ISOs engaged in capacity strengthening support.
- Ensure compliance with policies, schedules, budgets, and objectives for the designated interventions and activities.
- Collaborate with the Monitoring, Evaluation, and Learning team to align interventions with project indicators and track performance related to capacity strengthening activities and interventions.
- Support in strategic design and innovative recommendations for adapting civil society strengthening interventions based on results and feedback.
- Ensure effective marketing and implementation of technical capacity strengthening interventions, measuring progress, and reporting on outcomes and lessons learned.
- Support in the design and facilitate activities that promote collaboration, learning, and knowledge sharing among civil society actors.
Institutional Strengthening Grants Management:
- Support in the design of responsive and effective opportunities for the institutional strengthening grant for Civil Society Organizations (CSOs).
- Oversee the implementation and evaluation of grants that provide institutional strengthening support to CSOs, in collaboration with the grants team.
- Develop and adapt capacity strengthening tools and approaches to be used with grantees and partners.
- Analyze capacity assessment results with grantees and partners to identify gaps and design interventions accordingly and report impact assessment, short and long term.
- Define resource requirements and work plans to implement agreed-upon capacity action plans.
- Collaborate with the Monitoring, Evaluation, and Learning team to align grants with project indicators and track performance related to the capacity strengthening grants.
- Monitor the implementation of the capacity strengthening grants.
- Ensure specified deliverables and achievements in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements.
Gender Equality, Safeguarding and Social Inclusion:
- Ensure gender equality, safeguarding, and social inclusion (GESSI) considerations are integrated into interventions in collaboration with the GESSI team.
- Follow up and monitor the mainstreaming of gender equality, safeguarding, and social inclusion (GESSI) within the different grants across LEB-CAAP.
Other responsibilities:
- Represent the project in external stakeholder meetings, conferences, and coordination platforms as needed.
- Provide review and input for program documents including work plans, monthly, quarterly and other USAID reports, and internal progress reports.
Any other task that might arise.
Minimum Qualifications:
- Bachelor’s Degree in a relevant field such as International Development, Social Sciences, Public Administration, Organizational Development, Public Health or a related field.
- Experience in managing capacity strengthening initiatives, interventions, and grants within development programs, preferably with a focus on civil society and non-profit organizations.
- Demonstrated experience in designing and implementing capacity assessment tools, training curricula, and related materials.
- Good understanding of civil society operational context and enabling environment.
- Good understanding of challenges and opportunities on inclusion of vulnerable and marginalized groups in the Lebanese context.
- Excellent relationship-building skills with local communities, partners, consultants, and other stakeholders.
- Excellent communication skills, both written and verbal, with the ability to convey complex concepts in a clear and concise manner.
- Strong analytical and problem-solving skills to identify gaps and propose innovative solutions.
- Collaborative mindset with the ability to work effectively within a multidisciplinary team and with diverse stakeholders.
- Familiarity with USAID regulations and grant compliance requirements preferred.
- Fluency in English and Arabic.
- Excellent organizational, time management, prioritization skills, attention to detail and report writing skills are required.
- Proven computer skills with Microsoft tools.
