1. Purpose

CARE is a leading relief and development non-governmental organization fighting global poverty. Established in 1946, it is now a confederation composed of 14 members and 4 affiliates. In 2016, CARE worked in 84 countries around the world, supporting development and humanitarian aid projects to reach more than 83 million people. While CARE is a large international organization with more than 11,000 employees worldwide, we have a strong local presence: 95% of our staff are nationals of the countries where our programs are run.

The Protection Officer implements protection, GBV & CP prevention and response interventions and contributes to the overall CARE programing in Lebanon.  This includes overseeing the inclusive execution of field activities, with a special focus on social and disability inclusion, ensuring equal access for all participants. The position involves conducting capacity building sessions for partners to enhance their skills in safe identification and referral systems, CP and GBV CC, Protection Mainstreaming. while also managing the referral process and coordinating partners’ field sessions. Additionally, the role involves the management of childcare services to facilitate the engagement of women participants with caregiving responsibilities. The responsibility extends to training volunteers in effective and safe child engagement, managing quantitative reporting data, coordinating seamless field activities, and upholding CARE’s mission and values. In parallel, the role contributes to monitoring, evaluation, accountability, and learning efforts by reporting on program quality activities and supporting the implementation of MEAL activities in collaboration with the Protection Program Manager and MEAL team, ensuring the confidentiality of beneficiary data in line with established guidelines.

The role also entails the management of the Personal Development Consultant, who plays a crucial role in fostering participants’ personal growth and enhancing their soft skills. This consultant is dedicated to empowering participants by equipping them with essential skills for effectively managing both personal and professional relationships, making well-informed decisions, and cultivating resilience.

4. Specific Duties and Responsibilities

1. Project Implementation:

•Inclusion Management: Lead field activities focusing on social and disability inclusion, ensuring all participants have access to project activities.

•Capacity Building: Conduct capacity building sessions for partners on safe identification and referral systems, enhancing their knowledge and skills to facilitate efficient referrals.

•Referral Management: Oversee the referral system, including developing schedules, monitoring visits, and coordinating partners’ field sessions.

•Child Care Services Management: Manage childcare services provided to women participants who cannot attend sessions due to childcare responsibilities while adhering to CP core principles.

•Volunteer Training: Train volunteers on how to engage children in activities effectively and safely while identifying potential risks.

•Reporting: Manage assistance to ensure proper quantitative reporting data, including attendance sheets, payment lists, and service lists.

•Field Activities Coordination: Coordinate field activities to ensure they run smoothly and effectively, resolving any issues that arise.

•Adherence to CARE’s Principles: Uphold and promote CARE’s mission, principles, and values in all activities and interactions.

2. Monitoring, Evaluation, Accountability, and Learning (MEAL):

•Report on existing MEAL plans and program quality activities in a timely manner.

•Support the implementation of monitoring and evaluation activities in coordination with the Program Manager and the MEAL team.

•Ensure the confidentiality of beneficiaries’ data as per established guidelines.

3. External Representation:

•In close collaboration with the Program Manager, ensure CARE representation in relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).

•Maintain a strong and supportive relationship with regional agencies, partnersand municipalities.

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

•Good interpersonal and communication skills

•Decision-making skills

•Demonstrate fairness, integrity and impartiality

•Problem-solving and capacity to adapt to changing environments

•Ability to work under pressure and meet deadlines

b. Experience:

At least  3-5  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on data collection and analysis

 

c. Academic background:

Bachelor’s degree in one or several of the following areas: Bachelor’s degree in public health, social science, humanitarian affairs or similar. Candidates with a background in social work and psychology are encouraged to apply.

d. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.

Knowledge of other languages is an asset.

6. Other contract elements

Advanced Excel knowledge

Experience and knowledge of CP and GBV core concepts safe identification and referrals. Preferably having experience in providing trainings on protection mainstreaming.
