About the Role

The HR Officer works on a full-time basis in Amel Association International headquarter in Beirut with frequent field visits to the centers as required. The position works and collaborates directly with the HR coordinator and other officer(s) of the department with the necessary liaison with the programs/projects’ coordinators when required. The HR Officer will provide support to the HR Department with the various tasks and functions.

Main Duties and Responsibilities

1. General HR Administration

  • Answer workers’ queries about HR related issues and address any concerns.
  • Prepare correspondence (Certificates, Attestations, Reference Letters, Recommendation Letters…) as requested.
  • Update, organize and maintain the HR Department general files.
  • Maintain efficient electronic workers’ information records that ensure completeness and accuracy at all times in accordance with organizational standards and best practices
  • Collect all received resumes and maintain / update an electronic database to ensure availability of qualified candidates when needed.
  • Produce HR reports and updates as requested.
  • Liaise with external partners, in particular the organisation’s insurance provider for all administrative matters (enrolment, cancellation, claims reimbursements…)
  • Provide invaluable input with policies and procedures and different processes based on previous extensive experience.
  • Participate in the introduction, preparation and implementation phase of new HR projects.
  • Join forces where needed with the HR Coordinator in the process of revising and putting in place Amel’s indemnity scale.
  • Work jointly and closely with the HR Coordinator on all matters related to handling complaints and conflict resolution.

2. Attendance & Leaves

  • Ensure Amel leave policy is adhered to and all leave requests are duly filled, approved and reported to the HR Department.
  • Maintain Amel leaves record and produce leaves report when needed.
  • Collect and properly file timesheets and pay slips for all Amel staff including field staff on a monthly basis and in coordination with the Finance Department.

3. Recruitment, Onboarding, Performance Management and Exit Processes

  • Coordinate with Departments’ coordinators and HR Coordinator on preliminary recruitment requirements.
  • Advertise for positions on various recruitment portals and boards, participate in interviews on HR’s behalf, issue job offers and service agreements for new joiners.
  • Conduct reference checks for selected candidates to determine past work performance and.
  • Coordinate with selected candidates on the pre-joining requirements and documents.
  • Prepare the service agreements for all pending and current workers.
  • Prepare the onboarding process for new joiners in collaboration with the HR Coordinator (create email, issue staff ID cards, collect all documents necessary to complete the personnel file, ensure signature of joining documents, schedule orientation meetings with relevant departments…).
  • Collaborate with the HR Coordinator with periodical performance appraisals as needed
  •  Collaborate with the HR Coordinator during the exit process as per HR Department policies in effect.

Position Requirements, Qualifications and Skills

  • Bachelor’s Degree in Human Resources, Business Management or related field.
  • 2 years of proven work experience in HR administration or relevant role within NGO.
  • Full understanding of HR functions and best practices.
  • Substantial knowledge
  • Computer literacy (MS Office applications and tools, in particular).
  • Strong ethical standards.
  • Good understanding of Labor Laws.
  • Effective time management and organizational skills.
  • Ability to manage deadlines and stressful situations.
  • Capacity to work in teams and flexibility to take on new tasks.
  • Display a high level of discretion.
  • Spoken and written fluency in Arabic and English. French is a plus.
