Context:

Under the overall supervision of the Head of Office (HoO), and direct supervision of Head of Resource Management (HoRM) in Beirut, Lebanon, the National Finance Officer will be performing the following functions:

Core Functions / Responsibilities:

1- Assist the HoRM in monitoring and overseeing the Finance unit functions (Treasury, Accounting, Travel claims processing, Budget and Monitoring) and coordination within RM units;

2- Monitor the financial management for all activities of the mission including the oversight of financial expenditures and accountability and financial analysis of the mission’s projects;

3- Ensure that all the approved funding and expenditures have been charged accurately and according to the budget;

4- Monitor and track funding resources, transactions and project expenditures and undertake financial analysis of resources managed by the mission and provide information as required.

5- Support the Head of RM on applying internal policies, rules and regulations, make recommendation and improvement to the current practices and standard operations procedures.

6- Participate in the preparation of the annual budget for the mission, monitoring budgetary control, monitoring the financial status of activities including the oversight of the disbursement of project funds against the available budget; undertake preliminary financial analysis of the project, monitor budget control and report variances between budget and actual expenditures; make recommendations for adjustments.

7- Monitor service fees mission projects and ensure proper financial reporting in coordination with the programme units.

8- Prepare the cash flow, taking into account the Mission’s activities and to ensure the daily control of disbursements; to ensure the receipt of funds according to the rules of the various donors.Prepare monthly projectization for staff payroll, ensuring that staff salaries are correctly allocated to projects consistent with IOM’s projectization criteria and budget lines nature and funding.

9- Prepare donor financial reports in full compliance with the donor’s and IOM regulations and established procedures. Coordinate and facilitate financial audit of the project in accordance with the donor agreements. Bring to the attention of the Head of RM any relevant financial and budgetary issues; make recommendations to the Head of RM, PM and HoO on procedural improvements to strengthen internal controls and streamlining/efficiencies.Provides guidance, training and daily supervision to finance staffs. Create and facilitate teamwork and assist the Head of RM in training staff in the field of budget and finance, in accordance to IOM procedures and regulations.

10- Coordinate the preparation of mission’s monthly accounting closure and returns and ensure accuracy and timely submission according to IOM Accounting Policies and Procedures;

11- Coordinate with procurement and logistic unit, ensuring that all submitted PRs are in line with the project approved budget, checking proposed WBS, reviewing and verifying the funds availability prior sign off all PRF;

12- Provide regular updates to HoRM on the status of all outstanding debtors/creditors items from ZARA and ZAPA report and to ensure that they are regularly maintained and cleared;

13- Act as OIC in HoRM’s absence to ensure complete, timely, and smooth operations within Resource Management units;

14- Perform any other duties as may be assigned by HoRM.

Required Qualifications and Experience

Education:

  • University degree in Finance, Accounting, Public Administration, Business Administration from an accredited academic institution with four (4) years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or Certified Accounting Practitioner (CAP), certified public accountant (CPA) or Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) a will be a distinct advantage.

Experience:

  • Experience in financial management, accounting, and budgeting. ­
  • Experience with internal control assessment, internal audit and or external audit. ­
  • Knowledge of IOM/UN regulations, policies and procedures. ­
  • Knowledge of human resources management is an advantage. ­
  • Experience with international institutions knowledge of IPSAS and SAP.
  • Knowledge of IOM/UN accounting systems, software and procedures are a distinct advantage. ­
  • Knowledge of EU funding related reporting requirements is an advantage.  

Skills:

  • Excellent in Excel and Microsoft applications.
  • Very good communication skills (Oral and Verbal) ­
  • Good leading and supervisory skills, Analytical skills ­and SAP PRISM skills

Languages 

Fluency in English and Arabic is required.
