Background
DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in country.
Role
The overall objective of this role is overseeing and managing the procurement and logistics functions of DCA Lebanon office. This role involves developing and implementing strategies to ensure efficient and cost-effective procurement and logistics processes, as well as managing a team of procurement and logistics professionals.
Responsibilities
- Managing supplier relationships: negotiating contracts and ensuring that suppliers meet quality, cost, and delivery targets.
- Managing inventory: The manager is responsible for managing inventory levels, forecasting demand, and ensuring that the organisation has the right amount of stock to meet customer needs.
- Assisting with capacity building of DCA teams and partners when requested.
- Ensures proper filing, administration, and reporting, including the Purchase Request Tracking Overview, Procurement Plans and all Donor Files are updated, and copies of all documentation is uploaded on DCAs internal systems (SharePoint/teams/ADMIND).
- Supports the DCA Lebanon programs (own staff and partners) with all logistics and procurement issues and needs. S/he is responsible for the operational planning and budgeting concerning Pro/Log.
- Developing procurement and supply chain strategies: The manager is responsible for developing and implementing procurement and supply chain strategies that align with the organisation’s goals and objectives.
- Sourcing goods and services: The manager is responsible for sourcing goods and services from suppliers, evaluating proposals, and making purchasing decisions.
- Training and developing staff: The manager is responsible for training and developing staff members in procurement and supply chain operations; ensuring that they have the skills and knowledge necessary to perform their roles effectively.
- Ensure performance management by coaching, monitoring, capacity building, and creating a positive and enabling working environment.
- Coordinate with the team regarding reporting on grants.
- Coordinate with DCA HQ Pro/Log department on DCA standards and International Procurement as implemented in the country and with partners in country.
- Ensuring compliance: The manager is responsible for ensuring that procurement and supply chain operations comply with relevant regulations, policies, and procedures.
- Analysing data: The manager is responsible for analysing data related to procurement and supply chain operations, identifying trends, and making recommendations for process improvements.
- Drafting of specific Project Procurement Plans (PPP) and other Pro/Log needs and requirements at the start of each project. This applies for DCA as Partner implemented projects.
- Initiates procurement processes in accordance with the PPP, DCA and Donor policies and requirements. This includes national and international tenders, the evaluation of technical requirements by the Operational Teams, the Request for Quotation (RFQ), evaluation of the received bids and proposals and make sure the bids evaluation report, technical evaluation, and award notice comply to the DCA standards.
- Ensure Framework Agreements are in place for standard items and services.
- Responsible for all stock management (assets and inventory) including technical, non-technical field equipment, consumables and all other stock items in all locations and recording on individual Stock Cards in ADMIND. Provides technical supports to the storekeeper(s).
- Responsible for monthly inspection and stock count, in line with DCA policies.
- Ensures that the stock management for medical equipment and medicine is correctly carried out by the Medical Coordinator/Senior Medic. Ensures that safety and security equipment is available and functioning with the support of the Safety and Security Focal Point.
- Responsible for asset and property management, including upkeep, repairs, and maintenance. Supports the Pro/Log Fleet Management where needed.
Background
- Minimum of 5 years’ professional experience in logistics, supply chain management, contract management, procurement, or other relevant experience.
- Minimum of 3 years’ Managerial position, people management, and capacity building.
- Preferably experience with Humanitarian & Mine Action program and supporting Humanitarian partners. Feels comfortable in supporting and capacity building of team members and partners.
- Preferably experience working with (I)NGOs and International Donors such as USAID, EU, DANIDA.
- Bachelor’s degree in Logistics, Supply Chain Management, or any related field. Equivalent relevant professional experience is also accepted.
- Professional driving license.
- Good IT skills, including MS Office, Teams and ADMIND.
- Fluent written/spoken English and Arabic.
- Excellent communication, interpersonal and team skills. Should have a good sense of humour.
