2- Financial proposal including:
The total financial proposal (including MOF tax 7,5% consultancy tax) incorporating the budget allocation (transportation, accommodation, and other fees).
Terms of payment and payment modality.
Proposal validity.
Any and all relevant information or deemed of value to NMHP.
Expected starting date: mid-July
Clinical aspect:
- Consultation in the RHUH PHCC
- Supervision of the GP/FD of the PHCCs in Beirut and in the catchment area of RHUH
- Follow-up/technical meetings with the social workers (actually case managers)
- On call for ER/consultation if needed
- On call for liaison/consultation if needed
- On call for the psychiatry dept./management of the patients admitted to the floor/supervision of the staff
Training /supervision: including trainings to the PHCC, liaison, ER and inpatient staff and training on the Mental Health packages
Assessment of the current situation and staff evaluation
- Preparation of trainings
- Review of training material with relevant stakeholders
- Delivering of trainings
- Monitoring and evaluation
- Supervision
Research:
- Propose and participate in research related to the integration of MH in RHUH:
- Outcome of the integration
- Result of the pilot in RHUH (number of patients screened, treated, referred)
Managerial aspect:
- Participation in the design of the project in collaboration with the NMHP PM
- Participation in the technical aspects and development of procedures and tools related to the project (TORs, SOPs, forms…)
- Supervision and coordination of the senior health coordinator
- Insuring communication between the RHUH staff and the NMHP
- Work in close collaboration with the PM
- Clinical Supervision of the activities of all the staff
- Organization of meetings with all the stakeholders
- Review of the procedures
- Regular meetings
Deliverables
- Monthly report about the Community of Practice meetings (support and supervision) with RHUH PHCC and later on the PHCCs in the same catchment area
- Quarterly report about the mental health integration activities in the hospital
- Report about the trainings delivered
- Final SOPs TORs and all related tools for the different components of the project
Outcomes
- Full communication and coordination established between the different partners participating in mental health activities in RHUH
- Mental Health intervention fully integrated into the RHUH PHCC
- The ER team fully equipped and supported in the assessment and management of patients with mental health conditions visiting the ER
- Increase in the number of inpatients benefiting from Mental Health services (liaison)
- Increase in the number of trained staff on Mental Health in RHUH (ER and other relevant departments)
- The inpatient mental health unit in RHUH is in line with international quality rights standards and the system is functional.
