The Advisor: Finance PMU will play a vital role in ensuring the successful implementation of the grant through financial management across the Programme. The right candidate will a good level of experience of working on large budget grants (over $5 million) and a balance of financial management and accounting skills and the ability to work effectively with a range of civil society organizations in the MENA region. This role is hosted by SIDC in Lebanon.
Key responsibilities
Co-ordinate sub grantee financial reporting
- Work with sub grantee partners to co-ordinate and provide assistance as required to ensure that their reporting and forecasting are accurate and that all appropriate documentation is captured.
- Act as operational finance point of contact for all partners, providing the support needed so that partners’ financial management is accurate and follows Global Fund requirements.
- Track financial reports submissions, prepare and review all financial reports submitted by sub grantees and check supporting documents (including bank reconciliation and budget allocation)
- Liaise directly with the Frontline AIDS UK-based finance team on partner reports on a monthly basis to ensure financial reporting and accounting is completed effectively and on time.
- Monitor budget expenditure, identify, analyse any financial risk, and mitigate these risks by proposing solutions while coordinating with the programmatic team. Report to Frontline AIDS when needed.
- Perform spot checks on implementing partners and generate a report with recommendations.
- Track partner expenditure against budgets and flag any issues to the Programme Lead.
- Review core procurement checklists submitted by SRs, ensuring that the checklists are submitted to the PMU before and after procurement, with monthly financial reports and copies of all supporting documentation.
- Participate in any budget-related meetings and regularly update the team on partner burn rate information, expenditure, payments, and anticipated over/underspends for all partners.
- Make sure that all supporting documentation is prepared and filed in line with the SR manual.
- In coordination with the PMU team work on Replanning and Reprogramming (R&R) processes of partners annual workplans.
Reporting and Auditing
- Manage the regularly prepare financial reports for internal management accounting.
- Review the PMU monthly financial report.
- Provide the required financial reports to the Frontline AIDS grant team for submission to the Global Fund and provide financial analysis as needed in relation to partner and PMU expenses.
- Lead on various aspects of the Progress Update and Disbursement Request (PUDR) – primarily documentation and analysis of SR performance and assisting HQ in FLA’s action plan.
- Maintain sight of budget spend and support the Lead: Programmes PMU in analysing and managing grant financial data.
- Maintain rigorous documentation of costs incurred at partner and PMU level following the requirements of Frontline AIDS and the Global Fund.
- Support the Frontline AIDS finance team with grant audit processes.
- Work with relevant Frontline AIDS staff to support partners’ financial management and accounting needs.
- Follow up with all sub grantees on previous audit recommendations, which include policies and procedure revisions.
Experience
- Good level of experience of practical financial experience, including transactions, reporting, taxation, reconciliations in general, and purchase and sales ledger
- Experience of donor reporting and procurement policies for grants of 5 million USD and above
- Experience of accounting for foreign currency and overseas operations
- Working with INGOs
- Experience of donor reporting, especially the Global Fund to Fight AIDS, TB and Malaria
- Experience of working in partnership with finance counterparts in partner organisations
Skills/Abilities
- Strong financial, analytical and accounting skills
- Strong Microsoft Excel skills and ability to develop / manipulate formulas
- Good calculation and analytical skills
- Excellent level of accuracy to a high level of detail
- Good level of spoken and written Arabic and English
