Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The MEAL Coordinator will be responsible for:
- Coordinate and Supervise the MEAL Unit teams in the Bases;
- Produce actionable research and learning to improve ACF programming in country and within the international network, including working with the Advocacy department
- Strengthen the MEAL culture in the mission through capacity building (intra and inter-department) and exchange with other missions and HQ
- Lead the development and implementation of a comprehensive data management framework that aligns with the organization’s goals and objectives
- Support the roll out of ACF accountability framework and enlarged feedback mechanisms for external stakeholders;
- Support the follow up of the Mission Strategy framework, ensuring standardization of indicators with ACF international strategy
Objective 1: Coordinate and Supervise the MEAL Unit teams in the Bases (20%)
- Quality control and validation of all assessment, monitoring and evaluation tools to be used by the unit, as (but not limited to): KAP surveys, Baseline Studies, market assessments, focus group discussions
- Follow up and update the MEAL strategy
- Define and update SOPs to systematize the MEAL functions and capitalize the experience at mission level
- Quality control and validation of all MEAL activities (MEAL plans, quantitative and qualitative assessment tools)
- Quality control and validation of all relevant reports and lessons learnt documents, providing sector guidance and relevance and gap analysis
Objective 2: Produce actionable research and learning to improve ACF programming in the country and within the international network, including working with the Advocacy department
(20%)
- Conduct a systematic review of ACF processes to produce mission-level lessons learned
- Conduct in-depth evaluations of innovative ACF programming
- Contribute to Annual Learning Review and lead yearly learning week
- Work with Advocacy and Technical Coordinators to define key research questions and lead in evaluation design
- Produce reports for external sharing
- Produce relevant reports and lessons learnt documents, providing sector guidance and relevance and gap analysis
- Lead gender analysis under the supervision of Protection Coordinator and Advisor
Objective 3: Lead the development and implementation of a comprehensive data management framework that aligns with the organization’s goals and objectives. (15%)
- Ensure that data collection and analysis methods are rigorous, reliable, and valid and that they provide timely and accurate information to inform decision-making.
- Develop and maintain secure and reliable systems for storing and managing data, including ensuring compliance with relevant legal and ethical standards for data management and protection.
- Develop and support the implementation of quality assurance procedures to ensure that data is accurate, complete, and reliable and that it meets the organization’s data standards.
- Develop and lead/support the implementation ofprocesses for sharing data and information with stakeholders, including producing regular reports and visualizations that communicate key findings and insights.
- Support to build the capacity of technical staff and partners to effectively collect, manage and use data.
- Support the use data and evidence to support continuous learning and improvement, and to inform the development of new programs and initiatives.
Objective 4: Strengthen the MEAL culture in the mission through capacity building (intra and inter-department) and exchange with other
missions and HQ (15%)
- Build capacities of the MEAL Unit with systematic mentoring and trainings on tool development, data collection and quality control, quantitative and qualitative analysis, and reporting
- Build the MEAL capacities of other departments, including at coordination
- Liaise with MEAL regional office and HQ to share tools and practices
Objective 5: Support the follow up of the Mission Strategy framework, ensuring standardization of indicators with ACF international strategy (5%)
- Work with Country Director to develop mission-level indicators
- Support in annual strategic workshops
- Ensure harmonization and measurement of indicators aligned with ACF international strategy
Objective 6: Support the rollout of ACF accountability framework and enlarged feedback mechanisms for external stakeholders;
(15%)
- Lead the launch of enlarged feedback and complaints mechanisms including roles and responsibilities for collecting and managing feedback and complaints
- Develop efforts to engage stakeholders into project design, monitoring and evaluation
- Lead the ACF-LB Ethic’s Committee
- Prepare quarterly and annual reports for submission to the Country Director and HQ Ethics committee
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.
Objective 7: Security (5%)
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and performs the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 8: Support humanitarian activities of Action Against Hunger (5%)
- Support the emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
- Support gender mainstreaming throughout all MEAL activities
