DT Global is seeking a Director or Manager of Finance and Administration for the Innovation for Affordable and Renewable Energy for All (INARA) Activity under the Initiative to Deliver Essential Assistance and Services (IDEAS) Project for USAID in Lebanon with DT Global.
Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.
The project started in September 2021 and will run for five (5) years. The position is based in Beirut, Lebanon. This position will start in May as a full-time employee contract.
Role and Responsibilities
The Director of Finance and Administrations will oversee INARA’s project Finance and Operations team, ensuring adherence to DT Global policies and procedures as well as USAID regulations. In addition, s/he shall ensure that all project financial and operations deliverables are met and delivered in a timely and efficient manner. S/He will be reporting to INARA’s Chief of Party.
Specific duties include:
Management
- Responsible for providing training, guidance and direction to project Finance, Procurement and Operations staff.
- Trains finance staff on financial systems/accounting knowledge
- Implementing financial, HR, Procurement management systems in compliance with USAID and DT Global’s policies and procedures.
- Responsible for providing training to staff on HR and procurement procedures and documentation requirements.
- Supervisory Duties
- Plans, assigns, and directs work; appraises performance, addresses, and resolves problems.
Financial Reporting
- Oversees status of financial management activities (monthly and quarterly reporting).
- Responsible for ensuring that any/all contractual financial reporting requirements are identified and complied with in a timely and accurate manner.
- Oversees all local tax reporting procedures and submissions.
- Reviews monthly reconciliation reports.
- Develops and submits other project reports and based on registration requirements to local authorities.
- Reviews vendor payment schedules and obligations.
- Provides annual budgets of expenditure and quarterly forecasts against budget statements (accruals, pipelines, etc.) as applicable.
- Oversees the overall payroll process.
- Serves as backup for payroll processing when applicable.
- Analyzes taxes and ensures appropriate withholding of taxes from payroll.
Audit and Compliance
- Conducts ongoing review of backup documentation to ensure completeness, accuracy, and full compliance with all regulations.
- Ensures adequate backup documentation is uploaded to relevant system according to set deadlines.
- Ensure compliance with local and national laws on registration, annual reporting, and statutory requirements (tax remittances, social security contributions, etc.)
- Ensures that accounting policies and practices are done according to DT Global, local policies and USAID rules/regulations and the contract terms.
- Reviews wire requests for field project implementation.
- Conducts regular cash flow analyses to ensure availability of funds and the accurate maintaining of bank balances.
- Oversees and checks the Petty Cash process.
- Ensures proper segregation of duties within the Finance/HR and Procurement Department.
- Manages banking relationships.
- Reviews and approves bank reconciliations performed by the Finance Officer.
- Reviews project monthly financial report (FOER) prior to submitting data reports to Home Office.
- Ensures that local taxes paid, tracked, recorded, and reported to USAID.
- Reviews and oversees all petty cash accounts and/or bank accounts.
Required and Qualifications:
- Bachelor’s or Master’s degree in accounting, business, or related field
- Min 5+ years’ experience in the necessary fields
- Strong written and verbal Arabic and English communication skills
- Self-motivated, innovative, and dynamic character
- Preference for experience on working on USAID projects
- A Lebanese citizen
