Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
Refugees and host communities in Lebanon have become increasingly subject to poor living and working conditions, requiring further support through urgent and well‐targeted measures.
To address these challenges, ILO implements two related projects:
1. “Employment Intensive Infrastructure Program in Lebanon”: EIIP Responding to the effect of the Syrian refugee crises, since 2017. EIIP has created jobs for vulnerable people affected by the crises, using Local Resource-Based Technology (LRBT) and adopting the ILO Decent Work approach to create, rehabilitate and maintain sustainable infrastructure assets with its partners, including Government Ministries, Municipalities and other stakeholders, through funding from by the German government through the German Development Bank, KfW.
2. “Improving living conditions and resilience of refugees displaced by the Syrian crisis and vulnerable hosting communities in Lebanon” project supported by the European Commission that starts in January 2023 and will continue till 31st December,2025. The project aims at providing alternative livelihoods to selected Syrian refugees and host communities, particularly women. This will be done through employment-related services and skills training for enhanced employability. A further track will be through entrepreneurship development for self-employment.
The Communications Assistant will be responsible for the support in developing and implementing communication plans, creating content for online and offline platforms, handling media outlets and maintaining internal and external relationship. The office will also be assisting the team in enhancing visibility and promotion of the Employment Intensive Infrastructure Programme (EIIP)/ Resilience Project in Lebanon, developing project briefs, success stories, documenting pictures, managing inaugurations and events, and ensuring that website and social media accounts are up to date.
Reporting lines
The incumbent of the position will work under the direct supervision of the EIIP Chief Technical Advisor and in close collaboration with “Improving living conditions and resilience of refugees displaced by the Syrian crisis and vulnerable hosting communities in Lebanon” project CTA and under the guidance of the Regional Communication & Public Information Officer.
Description of Duties
1. Provide support to the projects in regard to the office newsletters and informational materials and liaise closely with ILO’s Regional Communication & Public Information Officer, donor communication focal point and other relevant colleagues to ensure coherence of messages, branding and publications.
2. Collect and coordinate information materials for dissemination of communication and information products and services ensuring compliance with applicable standards Provide support for the development and dissemination.
3. Assist in Selecting and summarizing information materials, including photographs and ensure follow-up, together with the units concerned; Assist in clarifying and verifying the information obtained and liaise with the Regional Communication & Public Information unit to conduct regular updating of the EIIP Lebanon website and other relevant digital platforms.
4. Assist in the creation of content for the project’s digital communication channels, like EIIP website, social media accounts, videos, etc.in coordination with the Communication & Public Information unit.
5. Provide support in the implementation of the EIIP/Resilience Communications Strategies.
6. Assist in the Development/update of project briefs, press release, success stories and other relevant publications in line with ILO standards and proofread materials to verify compliance with the manuals and manuscripts of the office prepared according to internal rules.
7. Regularly update project database of pictures and videos from the field to be used for visibility.
8. Provide support in the organization and preparation of press conferences and meetings and liaise with different team members and units to keep up to date with the EIIP/resilience project news and progress.
9. Coordinate with media outlets and other external stakeholders to generate and maintain positive exposure of the project activities and news.
10. Provide assistance in the editorial review such as verification of the writing of speeches, official statements and article.
Required qualifications
Education
Completion of Secondary school education.
First level university degree in marketing, communications, journalism, or any relevant field of study is an advantage.
Experience
Minimum of four years of professional experience.
Experience in creating communication and visibility plans and media campaigns, writing of success stories, implementing communication and outreach strategies, managing social media accounts, and developing and maintaining linkages and liaison with media outlets.
Experience in working with a large team in multi-disciplinary fields of work.
Languages
Excellent command of English and good working knowledge of Arabic.
Working Knowledge of French is an advantage.
