ARCS Culture solidali Lebanon is recruiting a Administration & Procurement Officer for its operations in Lebanon.

Deadline for application: 30 November 2022

Position: Administration and Procurement Officer (A&P Officer)

Starting from: 1st of January 2023

Duration: 6 months with possibility of renewal

Type of contract: short term contract

Duty Station: Beirut (Lebanon)

Reporting relations: A&P Officer refers to Finance Manager (Lebanon) with responsibility to the Project Managers, and ARCS Regional Coordinator and Area Finance Manager (HQ, Rome)

 

Main tasks and responsibilities:

Finance and Accounting:

  • Daily accounting (bookkeeping) according to ARCS procedures;
  • Record of petty cash debit/credit transactions managing request of cash advance and reconciling it on a regular basis;
  • Prepare and fill cash and bank reconciliation on a monthly basis;
  • Transferring payment for local partner NGOs and follows up with partners’ reports;
  • Request for money transfer for each project in cooperation with Finance Manager and PMs;
  • Collect and maintain payment record of all invoices received from field staff;
  • Assist Finance Manager, PMs and Area Finance Manager in preparing financial and audits reports from previous and present projects.

Administration:

  • Maintain correspondence with banks, suppliers and service providers;
  • Do photocopying and other office work;
  • Procurement of equipment and material for the office;
  • Follow up with Social Security, Ministries of Interior and Finance, Lawyer and Accountant.

Procurement:

  • Supervise all the goods, equipment and material procurement procedures (elaboration of BoQs and any other tender supporting document, etc);
  • Maintains payee statement records for all suppliers;
  • Support Finance Manager and PMs in the procurement procedures (request for quotations, purchase orders, inventory);

 

Requirements:

  • Good interpersonal organizational and communication skills;
  • Ability to work under pressure and to handle several tasks at the same time;
  • Ability to work and as a team member and, independently whenever required;
  • At least 3 years of relevant experience / technical work in the administration and finance fields preferably with INGOs in humanitarian/emergency/development sectors is an asset;
  • Experience and knowledge of effective financial and budgetary control and managing grants;
  • Good Computer Skills (MS Word, Excel, PowerPoint. Google platform);
  • Strong commitment to ARCS INGO values;
  • High school diploma (technical specialization) or other diploma supported by specific working experience in economics, accounting, finance, administration, or other
related field;
  • Excellent knowledge of English and Arabic languages, both oral and written;
  • Valid Driving License and ability to drive both automatic/manual cars.
