Scope of work:
The main operational and implementation support tasks are as follows:
1. Assist REOs and schools in meeting 1st and 2nd shift TREF Data Reporting Requirements through day-to-day operational guidance and through the development and refinement of existing information management templates and tools.
2. Monitor the data collection, data entry and use (analysis and development of key education indicators) of SIMS or any other information management system to support MEHE operations and daily activities and highlight detected errors.
3. Produce monthly executive memos on improvements of data management system and operational procedure with clear design, implementation and communication actionable recommendations shared with the DG and IST senior members.
4. Provide support to senior management for the ICT unit at MEHE on the proper data collection, cleaning, migration methodologies for all data relevant for TREF implementation for Window I and Window II, and conduct relevant data analysis relevant for TREF narrative and M&E reporting requirements;
5. Assist in the build up and operations of the Knowledge Management as well as Legal and Regulatory support functions for the Reform Road Map 2025.
6. Assist MEHE and relevant IST senior members in drafting the development and supporting the application of the shift from the existing SIMS to a new EMIS and assist in the transition phase.
7. Work closely with the ICT unit at MEHE on all IMS aspects and train and build the capacity of different MEHE staff- especially the REOs SIMS Monitors- on aspects dealing with Minimum Data Quality Requirements.
8. Spread an Information Management’s awareness through workshops organized by MEHE for all stakeholders who have an active role in managing information. This includes heads of departments, directors, program managers, head of regional offices-REOs and school principals/SIMS operators;
9. Contribute to the development of databases and data warehouses to support the collection and processing of data;
10. Support the strategic and operational decisions of processing and analyzing data and information and present them in format of most useful analysis (e.g. reports, dashboards, maps with key education indicators related to inputs, outputs and outcomes);
11. Support preparatory work for the SMB meetings in close collaboration with other IST members.
12. Support the knowledge management function- especially related to TREF and Reform Road Map 2025 – of collecting and organizing new rules and regulations and support DGE in communicating these to the REOs and schools. Update the new rules and circulars for the TREF Tracker on a regular basis.
13. Perform any other duties within the scope of this TOR that deem necessary and as requested by the DGE.
The Expert´s main reference is the TREF Urgent Results Framework 2025 as outlined in the Annex of this TOR. The key deliverables are derived from pillars 4 and 5 and deliverables are as follows:
1. Executive Implementation Briefs defining of concrete short-term system and capacity building steps for data managers at school, regional and central level to make SIMS reliable source for TREF data requirements.
2. Extracting and consolidating student and teacher attendance reporting for the SY 2023-24 and all relevant programs received from IT/SIMS department
3. Weekly reports of data trends with regards to students, teachers and schools
4. Extracting and synthesizing data from SIMS for TREF narrative, M&E, and progress reporting.
5. TREF Tracker updated rules and regulations linked to SMB decisions and reform tracks
Deliverables and Schedules|:
Monthly deliverables are agreed on at the end of each month and progress is monitored by the Strategic Management Board of TREF.
The Expert reports to the DGE and works closely with the assigned public official counterparts and other IST members as well as UNICEF technical counterparts. At the beginning of the assignment the Expert drafts the relevant parts of the IST Work Plan in response to the TREF Urgent Results Framework 2025 and clearly reflective of the main tasks and deliverables outlined in this TOR. Weekly internal IST meetings are held to co-design interventions and apply an adaptive workflow in response to urgent crisis demands.
Profile Requirements:
The position is for Lebanese nationals and requires a minimum of 7 years of relevant technical, and operational management experience in the public sector, preferrable with deep knowledge of multi-stakeholders management systems. A Master degree from a reputable academic institution in relevant fields or equivalent professional experience as well as 2 professional references are a pre-requisite. The selection is based on the quality of the application and subsequent interviews with a panel of key TREF stakeholders.
