Key responsibilities:

Country Programmes Support :

• In collaboration with the MEAL Manager support the country offices compliance to the relevant areas of the Global MEAL Policy.
• In collaboration with the MEAL Manager proactivity engage with programme and management staff within country office in using monitoring and evaluation data to support decision making and programme quality.
• In collaboration with the MEAL Manager support the design/update of Trocaire MEAL plans and tools for designing and managing projects/grants (e.g. logic models, results frameworks, logical frameworks).
• In collaboration with the MEAL Manager support the country office to capture information on scale and impact for learning and reporting purposes (including the combining and analysis of data from multiple partners.)
• In collaboration with the MEAL Manager provide technical oversight and quality control in relation to MEAL on funding applications and reports, supporting the country office to acquire and maintain institutional funding.
• Provide advice and guidance to Trócaire colleagues on PCM and MEAL issues.
• Be a focal point for staff on technical queries and questions in the areas of PCM and MEAL.
• Provide mentoring, training and support to Trócaire staff to deliver high quality PCM and MEAL activities.
• Support the orientation process of new staff for PCM and MEAL supporting adherence to the Global MEAL Policy in the country.
• Support the use of technology for MEAL in the Trocaire office.

Partner Organisation Support

• In collaboration with the MEAL Manager and Programme staff support partners to assess their MEAL systems and MEAL capacity strengthening needs.
• Provide mentoring, training and support to partner organisations to deliver high quality PCM and MEAL activities including ethical and safe data collection and analysis
• Be a focal point for partner organisations on technical queries and questions in the areas of PCM and MEAL.
• Champion the use of Sex-Age-Diversity (SAD) disaggregation of data collection, analysis and use for programme learning in partner organisations including the use of the Washington Group Short-Set of Questions.
• Support the use of technology for MEAL for Partner Organisations.
• Ensure Trocaire and Partner MEAL data received by Trocaire is stored in an ethical manner in line with the Trocaire ethical guidelines and GDPR.
• Ensure partner organizations have access to relevant Trocaire MEAL resources at a global and country level with an emphasis on Box and Fabo.

Accountability Support

• In collaboration with the MEAL Manager support Programme and Accountability staff support partner organisation to develop and/or strengthen their feedback and complaint handling mechanisms and broader accountability systems
• In collaboration with the MEAL Manager ensure recording and processing of complaints in the Trocaire office.

Other

• Actively participate in relevant in-country MEAL coordination meetings for sharing of knowledge and experiences
• Participate in wider organisational planning and review work.
• Any other reasonable duty as may be assigned by the line manager that is consistent with the nature of the job and its level of responsibility.
• Work collaboratively and supportively with colleagues within the Programme Impact & Learning team to deliver on team objectives.
• Work closely with colleagues across the organisation to progress common agendas linked to programme quality and MEAL.
• Engage in organisational and divisional initiatives which promote collaboration and positive working practices, e.g., divisional planning days.

Essential Requirements

Qualifications

• Primary degree in data analysis, development studies or any other relevant major.

Skills

• A thorough understanding of programme cycle management, results-based management and MEAL in the development and humanitarian sectors.
• Monitoring and evaluation system development
• Sampling framework design (random and non-random)
• Data collection, cleaning, analysis and visualisation.
• Digital Data Collection/Analysis/Visualisation especially high proficiency in excel, data collection apps such as Kobo & CommCare and data visualisation such as PowerBi
• Excellent data presentation and report writing skills.
• Strong training, mentoring and capacity strengthening skills
• Facilitation skills.
• Excellent interpersonal skills with the ability to communicate with a diverse range of people/groups.
• Excellent written, verbal skills in English and Arabic

Experience

• At least 3 years’ experience working in an international NGO environment (or equivalent overseas environment) in a MEAL role.
• Experience in MEAL especially in data analysis
• Experience of implementing key MEAL activities, e.g., baselines, reviews, evaluations etc.
• Experience of providing MEAL support in at least two of the following programme areas: protection, livelihoods, basic needs, peacebuilding/ social cohesion, or MEAL capacity strengthening.
• Experience in providing advice and guidance to non-MEAL staff on  MEAL especially data collection, cleaning, analysis, and reporting.
• Experience of working with partnership-based organisation.
• Experience of organisational capacity strengthening activities especially in designing and facilitating training and workshops.
• Experience in working with KoBo and Power BI
