I- BACKGROUND AND OBJECTIVES
The Government of Lebanon (GoL) has received financing from the World Bank toward the cost of the Lebanon Health Resilience Project (LHRP) and Strengthening Lebanon’s Covid-19 Response Project (SLCRP). The LHRP is a seven-year project that aims to increase access to quality healthcare services to poor Lebanese and displaced Syriansin Lebanon and to strengthen the Government’s capacity to respond to COVID-19. This project will: (i) provide subsidized packages of essential healthcare services to 210,000 vulnerable Lebanese living under poverty line identified by the Emergency Social Safety Net (ESSN) Project; (ii) strengthen the technical and organizational capacities of the Ministry of Public Health (MoPH), Primary Health Care Centers (PHCCs), and public hospitals; (iii) cover the hospitalization bills for COVID-19 and non-COVID-19 claims at private and public hospitals for uninsured Lebanese; and (iv) strengthen the Government of Lebanon’s capacity to respond to COVID-19 pandemic. The SLCRP is a 1.9-year project financed by the World Bank. The project will finance payment of hospitalization bills for COVID-19 and related health conditions to public hospitals and eligible private hospitals, using provider payment methods as agreed with the World Bank. The project will also finance the procurement and the deployment of COVID-19 vaccines and the operations that support the vaccination rollout, goods needed for the prevention, detection and case management of COVID-19 and related health conditions for public hospital.
The project will support the procurement of new medical equipment or the maintenance of old equipment in public hospitals providing COVID19 and related health conditions medical services.
II- RESPONSIBILITIES
The MoPH is seeking to recruit a Procurement Officer. The Procurement Officer will support the MoPH in managing all procurement activities under the LHRP in accordance with the World Bank related policies, regulations, and procedures. The tasks of the Procurement Officer will include:
– Manage the project procurement through implementing all policies and procedures related to procurement activities and ensuring that Bank procurement regulations are followed in all transactions.
– Participate in developing and updating the Project Procurement Strategy for Development, as per project requirements.
– Maintain the exchange between the project and the World Bank using the Systematic Tracking of Exchanges in Procurement (STEP).
– Participate in project technical committees or component team meetings in order to ensure timely implementation progress with a focus on procurement-related activities.
– Organize, plan, manage, and provide support to the preparation of all procurement activities;
– Implement the LHRP activities either directly or by engaging the services of third-part suppliers/consultants/United Nations (UN) agencies/ Non-Governmental Organizations (NGOs);
– Develop procurement documents and participate in the evaluation process for consultants and suppliers(requests for proposals, terms of reference (TOR), evaluation of offers with recommendation for contract award, preparation of documentation for contract signing and payments, etc.);
– Develop and maintain an updated Procurement Plan according to LHRP program manual and standards and annual work plans for each component of the program;
– Establish, in coordination with financial and Information Technology (IT)teams, means for suitable internal control systemto facilitate the process and monitoring of procurement of goodsand services;
– Ensure compliance with procurement procedures set by the MoPH
– Follow up on all procurement schedules and plans;
– Maintain accurate procurement records, including all actions and documents for review by the World Bank. This includes advertisement, preparation of expressions of interest, TOR, request for quotations/proposals, proposals opening, evaluation of quotations/proposals, record of proposals submissions, contract award/purchase order, contract management, internal memos and correspondence related to procurement, and any relevant documents;
– Coordinate with the financial officer, the monitoring and evaluation officer, and the LHRP steering committee for regular preparation of Project Management Reports, as a part of the World Bank financial reporting requirements;
– Provide training on procurement related processing to staff nominated by different MoPH departments and involved in procurement (evaluation, drafting TOR, etc.);
– Lead development of procurement schedules and plans and generate regular updates.
– Develop and maintain a data base of suppliers and consultants to include their contacts, areas of expertise, relevance to project components.
– Ensure that all Consultants’ deliverables are properly filed and referenced.
– Facilitate post review and procurement audits conducted by the World Bank.
III- DURATION
The contract period is for one year, extendable upon satisfactory performance and mutual agreement. The first six (6) months will be considered as probationary period, based on which the consultant’s performance will be evaluated. The contract may be terminated with no remedy if the performance was evaluated as not satisfactory.
IV- REPORTING REQUIREMENTS
The Procurement Officerwill report to the PMU’s Project Manager and will be expected to work closely with the PMU staff, PHCCs and public hospitals.
V- QUALIFICATIONS
Education:
– Bachelor’s degree in Engineering, Management, Procurement, Finance, Business Administration or relevant discipline;
– A Master’s degree is an advantage.
Knowledge and Experience:
– At least 5-7 years of experience in a similar position in the public/private sector or in internationally financed programs (related to: Procurement, purchasing, supply chain, etc.);
– Knowledge of all concepts, principles and approaches to international procurement;
– Knowledge of the World Bank Procurement regulations;
– Experience in Contract Management and Procurement in internationally funded projects is a plus;
– Knowledge of the public sector in Lebanon and its overall structure and policy objectives is a plus;
– Strong communication skills, both written and verbal, in both English and Arabic;
– Excellent knowledge using computer software (Word, Excel, PowerPoint, and Microsoft Project); and
– Demonstrated problem-solving and negotiating skills with ability to balance project objectives and procurement requirements with beneficiaries needs.
