المسؤوليات الرئيسية

تحت الإشراف المباشر لمنسق الشؤون الجنسانية وبالتنسيق الوثيق مع المنسق الطبي ، فريق البرنامج ، سيكون مستشار العنف القائم على النوع الاجتماعي (GBV) مسؤولاً عن ضمان دمج أنشطة الوقاية من العنف القائم على النوع الاجتماعي والاستجابة له في البرامج وخدمة مراكز الرعاية الصحية الأولية التي تنفذها ام دي ام.

هو / هي / هم / هم المسؤولون عن تحديد ودعم ومتابعة التنفيذ السلس لتدخل MdM فيما يتعلق بالعنف القائم على النوع الاجتماعي ، وفقًا لمعايير MdM والمعايير الدولية والسياسات الوطنية. سيكون هو / هي / هم / هم المسؤولون عن تحديد الاستجابة ذات الصلة للعنف القائم على النوع الاجتماعي وتطوير / تعديل تدخلات محددة لمعالجة الخدمات و / أو فجوات واحتياجات القطاع.

الأدوار والمهام

تنظيم وتنسيق والإشراف على أنشطة العنف القائم على النوع الاجتماعي

تحليل سياق التدخل فيما يتعلق بالعنف المبني على النوع الاجتماعي ، وتنفيذ وتحديث مخطط الجهات الفاعلة المشاركة في الاستجابة للعنف المبني على النوع الاجتماعي وتطوير شبكة قوية من أجل تعزيز تبادل المعلومات والتآزر وتنسيق الاستجابة ؛

قيادة تعريف وتكييف التدخل للوقاية من العنف القائم على النوع الاجتماعي والاستجابة له في البعثة ، بالتعاون الوثيق مع الفريق الطبي وفريق البرنامج ومستشاري المقر الرئيسي ، وبما يتماشى مع السياق والاستراتيجية العامة لمنظمة MdM بشأن العنف القائم على النوع الاجتماعي ؛

ضمان جودة أنشطة العنف المبني على النوع الاجتماعي من خلال المراقبة المنتظمة والدعم الفني لبرنامج MdM والشريك

ضمان تطوير أو تنفيذ أو تحديث أدوات إدارة أنشطة العنف القائم على النوع الاجتماعي: إجراءات التشغيل القياسية ، وأدوات جمع البيانات ، والإدارة والتحليل ، والتوجيه الفني ؛

المشاركة بنشاط في جهود التنسيق مع شركاء الاتحاد والجهات الفاعلة في مجال العنف القائم على النوع الاجتماعي (مثل فريق العمل / مجموعة العمل المعنية بالعنف القائم على النوع الاجتماعي) ، لتسهيل تبادل المعلومات والممارسات الجيدة ولضمان الإحالات الآمنة للناجين بناءً على مسار إحالة محدث وموثوق ؛

المشاركة في تحديد ومراقبة استراتيجية المعلومات والتعليم والاتصال والتعبئة المجتمعية والرسائل الرئيسية المتعلقة بالعنف القائم على النوع الاجتماعي بالتعاون الوثيق مع فريق البرنامج والشركاء وممثلي المجتمع ؛

المشاركة في كتابة المشاريع / المقترحات للجهات المانحة من خلال ضمان دمج الوقاية من العنف القائم على النوع الاجتماعي والاستجابة له بشكل صحيح ، بما يتماشى مع استراتيجية MdM في البعثة

بناء القدرات / التدريب

ضمان تنفيذ خطة العمل المطورة للعنف المبني على النوع الاجتماعي في إطار مشروع AFD2 SAQIR.

المتابعة والتكيف إذا لزم الأمر مع خطة العمل الخاصة بالعنف القائم على النوع الاجتماعي التي وضعتها منظمة أطباء العالم في مشروعها الحالي

تحديد احتياجات بناء القدرات (تقييم الحاجة إلى التدريب) لفريق MdM ، وموظفي مؤسسة الرعاية الصحية الأولية المدعومة من MdM والشركاء المرتبطين بالعنف القائم على النوع الاجتماعي واقتراح فرص التدريب ذات الصلة.

اعتماد كتيبات التدريب على الوقاية من العنف القائم على النوع الاجتماعي والاستجابة له في منظمة أطباء العالم ضمن الدليل الوطني.

تنظيم و / أو تسهيل التدريب على الوقاية من العنف المبني على النوع الاجتماعي وتحديده والاستجابة له ، بالتعاون مع الفريق الفني والبرنامجي بشكل أساسي مع منسق التوليد ومستشار الصحة الجنسية والإنجابية وفرق الصحة النفسية والدعم النفسي الاجتماعي ؛

تأكد من جودة التدريبات المقدمة وأنهم يستخدمون منهجية تتكيف مع تدريب الكبار والسياق الاجتماعي والثقافي.

تقديم الدعم الفني لموظفي MdM (مثل مديري الحالات ومشرفي صناديق المرضى) وموظفي مراكز الرعاية الصحية الأولية وموظفي الشركاء المشاركين في مراقبة وتنفيذ أنشطة العنف القائم على النوع الاجتماعي للمشروع

التعاون مع فريق البرنامج لإعداد خطة بناء القدرات (بما في ذلك التدريب والدعم الوظيفي) لجميع العاملين في الخطوط الأمامية المشاركين في تقديم الخدمات للناجين من العنف القائم على النوع الاجتماعي (مثل القابلة ، ومدير الحالة ، والممرضات ، والأطباء) ؛

الاتصال والتنسيق والتمثيل

المشاركة في تطوير إستراتيجية وأدوات الاتصال الخارجية والداخلية حول استجابة MdM للعنف القائم على النوع الاجتماعي في المهمة.

المشاركة ، إذا لزم الأمر ، مع فريق MdM أو الشركاء أو الجهات الفاعلة الأخرى في أنشطة الدعوة ؛

تمثيل منظمة أطباء العالم في ورش العمل الموضوعية والمؤتمرات والتنسيق القطاعي حول العنف القائم على النوع الاجتماعي في الدولة وعلى المستوى الدولي.

شارك مع البرنامج / الفريق الطبي محاضر جميع المجموعات / مجموعات العمل (مثل فريق العمل المعني بالعنف المبني على النوع الاجتماعي) حيث هو / هي / هم / هم

Main responsibilities

Under the direct supervision of the Gender coordinator and in very close coordination with the Medical Coordinator, program team, the Gender Based Violence (GBV) Advisor will be responsible of ensuring that GBV prevention and response activities are integrated into the programs and PHCCs service implemented by MdM.

He/she/they/them is responsible for defining, supporting, and following up the smooth implementation of MdM intervention regarding GBV, in accordance with MdM standards, international standards and national policies. He/she/they/them will be in charge of identifying relevant GBV response and develop/adjust specific interventions to address services and/or sector gaps and needs.

Roles and tasks

Organization, coordination and supervision of GBV Activities

Analyze the intervention context in relation to GBV , carry out and update the mapping of the actors involved in the response to GBV and develop a strong network in order to strengthen information sharing, synergies and coordination of the response;

Lead the definition and adaptation of the intervention for MdM’s prevention and response to GBV in the mission, in close collaboration with the medical team, programme team and HQ advisors, and in line with the context and MdM’s overall strategy on GBV;

Ensure the quality of GBV activities through regular monitoring and technical support to MdM program and partner

Ensure the development, implementation or updating of tools for the management of GBV activities: Standard Operating Procedures, tools for data collection, management and analysis, technical guidance;

Actively participate to coordination efforts with consortium partners, GBV actors (e.g. GBV task force / working group), to facilitate information and good practices sharing and to ensure safe referrals of survivors based on updated and reliable referral pathway;.

Participate in defining and monitoring the IEC and community mobilization strategy and key messages related to GBV in close collaboration with the program team, partners and community representatives;

Participate in the writing of projects/proposals for donors by ensuring that prevention and response to GBV are properly integrated, in line with MdM’s strategy in the mission

Capacity building / training

Ensure implementation of developed GBV action plan under AFD2 SAQIR project.

Follow up and adapt if required the GBV action plan developed by MdM in its current project

Identify the capacity building needs (training need assessment) of MdM team, MdM supported PHCC staffs and partners related to GBV and propose relevant training opportunities.

Adopt GBV prevention and response training manuals of MdM inline to national manual.

Organise and/or facilitate training on GBV prevention, identification and response, in collaboration with the technical and programme team mainly with Gener Coordinator, SRH advisor and MHPSS teams;

Ensure the quality of the trainings provided and that they use a methodology adapted to adult training and to the sociocultural context.

Provide technical support to MdM staffs (e.g. case managers, HMOs supervisors) PHCCs staff and partners’ staff involved in monitoring and implementing the GBV activities of the project

Collaborate with the programme team to set up a capacity building plan (including training and on the job support) to all frontline staffs involved in the provision of services to GBV survivors (e.g. Midwife, case manager, nurses, doctors);

Communication, coordination, and representation

Participate in the development of external and internal communication strategy and tools on MdM’s response to GBV in the mission.

Participate in the dissemination of MdM’s approach, results and lessons learnt on the prevention of and response to GBV in order to foster information sharing and mutual learning at the national level.;

Take part, if necessary, with the MdM team, partners or other actors to advocacy activities;

Represent MdM at thematic workshops, conferences and sector coordination on GBV, in the country and internationally.

Share to the Programme/Medical team the minutes of all clusters/working groups (e.g. GBV task force) where he/she/they/them represented MdM;

Reporting and information management and internal coordination

Make sure that the GBV data reporting is in place, that it complies with the ethical standards applicable to GBV, that data collection tools are mastered and correctly used by the teams and that the indicators are monitored by the program teams;

Share to the Programme/Medical team any difficulties met in the field and propose solutions or adjustments;

Participate to internal MdM meetings and contribute to MdM monthly sitrep ;

Contribute to the preparation of new proposals or reports to donors.

NB. The list of missions is non-exhaustive and may be modified according to changes and specific needs.
