- PROJECT BACKGROUND
Lebanon is home to one of the most vibrant and dynamic civil societies in the Middle East. Lebanese NGOs work on vital social and technical issues, ranging from social cohesion to reforestation, through programs that promote long-term development and humanitarian relief. Lebanese civil society organizations are very dynamic; ambitious, new organizations regularly rise to meet new crises while established CSOs switch between thinking long term and resolving periodic crises, such as the influx of Syrian refugees.
However, Lebanese NGOs’ reliance on international donors and INGOs for funding means that most local NGOs suffer from a structural weakness and their agility is not entirely sustainable. This weakness hinders their growth and hampers the development of a robust national civil society that can reliably play a key role in crisis prevention and management.
International donors and aid providers have widely noted that many local NGOs in Lebanon and elsewhere have difficulty accessing the development aid that they depend on. In 2016, the international community agreed to make a “Grand Bargain” to increase development-assistance efficiency and bridge the widening financing gap between humanitarian and development needs. Donors and aid providers made a commitment to the “localization of aid”, meaning that they will channel a larger share of international aid funding to national and local responders. This will reposition local NGOs at the center of humanitarian actions, improve the sustainability of their actions, and ensure that crisis-response actions meet local needs.
The Grand Bargain rests on four actions: (i) increasing the visibility of local NGO actions, (ii) providing major support to build on local NGO assets, capacities, and skills in order to increase their effectiveness and ability to rely on local workers, (iii) promoting more direct-to-NGO international funding, and (iv) improving the quality of partnerships with local NGOs by considering them more equal partners.
- THE SHABAKE 2 PROJECT
The Shabake 2 Project was designed in the framework of the localization of aid agenda and the need to strengthen Lebanese NGO capacities so that local recipients can take the lead in responding to crises generally and to the Syrian-refugee crisis in Lebanon specifically. It follows the implementation of the Shabake 1 Project which was implemented from 2019 to 2022.
The project aims to help local and international Lebanese non-governmental organizations (NGOs) become lasting, key players in mitigating and ameliorating the effects of the Syrian refugee crisis on Lebanon.
The selected beneficiary NGOs will benefit from expert assistance for their own-capacity-building plan. They will also have an opportunity to put their new institutional changes into practice via a humanitarian project that reduces vulnerabilities.
To this end, the Shabake capacity-reinforcement project is divided in three main components:
- Sub-objective 1 (SO1): To enable NGOs to be trusted partners in the implementation of vulnerabilities-reduction projects and thematic actions.
- Sub-objective 2 (SO2): To support local NGOs in their efforts to efficiently respond to the emergency situations and ongoing crises in Lebanon.
- Sub-objective 3 (SO3): To enhance technical and organizational capacities of partner NGOs for an improved localization of aid for the benefit of vulnerable populations.
The whole project aims for inclusiveness and rests on NGO partner participation in the project’s governance and their commitment to the entire project. Expertise France will add value to their efforts to encourage NGOs to be change-makers and conduct their own diagnostic and capacity assessment foreseen in the project.
- Job Description
The main role of Communication Officer is to foster, manage all external communication related aspects for Shabake 2 project. Under the supervision of the Project Manager, the communication Officer main objective is:
- Design and implement a communication and visibility plans for the Shabake 2 project.
- Work on producing visibility material for Shabake 2 project.
- Manage Shabake 2 social media accounts.
- Liaise with the communication agency on the production of giveaways.
Responsibility 1: Partnership Support
- Coordinate closely with the NGO partners to collect, edit & finalize content related to the activities aiming to be disseminated on the projects’ social media channels.
- Conduct regular briefings and meetings with the NGOs communication focal point
- Standardize the communication of EF partners and support them in the implementation of project’s communication plans
- Support Partners in organizing events in coherence with project’s communication plans and NGOs planned activities
Responsibility 2: Social Medias and external communication
- In charge of disseminating validated content on social media channels / following the project’s guidelines
- Preparation and dissemination of newsletter or any relevant material to stakeholders.
- Administrates social media channels of the Shabake project in coordination with the Shabake project’s team.
- Coordinate events management
Responsibility 3: Coordination and external services management.
- Supervise service providers, monitor the delivery, and provide relevant technical feedback accordingly. (Production house, communication agency, event agency, designer, and other suppliers etc)
- Participate in relevant meeting dedicated to communication and provide communication keys info to the EF Management team
- Participate in the agencies and the donors’ communication support materials.
Responsibility 4: Reporting and capitalization
- Provide communication updates/ achievements, and all needed data for project interim and final reports on time.
- Capitalize on completed and published content, activities, and relevant data (photo, videos, links, social media activities etc.)
Exceptional support can be requested from the Communication officer support on other projects, according to needs.
- QUALIFICATIONS
- University degree in communication, international relation or any related filed
- Minimum 3 years of experience in communication, events organisation, NGOS experience or public administration is an asset. Experience working in the development sector or international organisations is an added value.
- Technical knowledge on videos editing.
- Knowledge working with photo editing software’s (Adobe Suite)
- Strong knowledge working with social medias
- Good knowledge and working experience of Lebanese institutions and Lebanese the civil society organisations as well as development aid ecosystem and donor requirements.
- Sound knowledge of the Lebanese context and of the relationship between host and refugee communities.
- Excellent writing and data collection skills.
- Fluency in English, Arabic and French (written and spoken).
