Project Background
The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No.3 (TO3), the project provides technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.
Activity Background and General Information
The Task Order on Technical Assistance and Capacity Building (TO3) is requesting a 6-months Monitoring, Evaluation, and Learning Assistant to help in data collection, data entry, and data analysis on data related to TO3 output and outcome indicators. TO3 indicators measure output indicators such as number of trainees, number of trainings, number of training days, improved institutional capacity, etc.
Position Summary:
The Monitoring, Evaluation and Learning (MEL) Assistant will be responsible for assisting the MEL senior coordinator with the regular monitoring and data collections processes; conducting the data entry; verifying the data quality/accuracy; and assisting with the archiving process. The Assistant will be also working with TO3 staff to coordinate data collection in the field.
Specific Duties and Responsibilities:
- Follow up on the data collection with the TO3 Capacity Building Coordinator.
- Carry out data verification exercises on the data collected to verify data accuracy.
- Work on data entry in the MEL databases and Management Information System (MIS).
- Review data for errors and fix any inconsistencies if found.
- Support in the archiving process, scanning, and filing based on the MEL archiving policy.
- Perform other duties as requested by MEL Director/TO3 Director.
Qualifications
- Minimum of 2 years of experience in carrying on similar tasks on data entry, cleaning, verification, and analysis.
- Bachelor’s degree in a relevant field of study.
- Demonstrated Knowledge of MS Excel.
- Proven ability to work collaboratively in a team environment.
- Fluency in spoken and written Arabic.
Eligibility Criteria
Interested individual experts shall have the capacity to enter a short-term technical assistance (STTA) contract and shall have a satisfactory performance record.
Ineligible Experts:
- Government employees.
- Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs.
Location of the Assignment
The expert will be liaising with CSP MEL Team and TO 3 team at CSP offices in Sin-El-Fil and will be traveling to project field locations, in case needed.
Consultancy Duration:
This intervention is to take place as soon as possible after the signature of the agreement. The period of implementation is six months.

Full-Time.

- TO3 Capacity Building Coordinator/ TO3 Senior Capacity Building Manager
