TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under three main programmatic pillars: A Humanitarian Pillar, a Human Rights and Economic Justice Pillar, and the Beirut Response Pillar. The purpose of the Humanitarian Pillar is to ensure that marginalised women and men, including refugees from Syria and Lebanese, are able to have safe access to water, sanitation and hygiene promotion (WASH), attain their rights to life, security, protection and assistance, and that they are enabled to support their own basic needs, develop their livelihoods, all in a manner that respects and maintains their dignity.
JOB PURPOSE: The role will combine technical support and collaboration in the implementation of feminist and Women’s Rights-focussed initiatives, partnerships, grant, promotion of civic space, and digital engagement and support to civil society organasitions. The task requirements associated with this work include partnership maintenance, vulnerability, needs and impact assessments, activity, progress and outcome reporting, coordination and networking as well as ensuring proper implementation of Monitoring, evaluation, Accountability and Learning frameworks. Moreover, the job necessitates significant level of understating and exposure to thematic focus related feminism, women’s rights, sexual and reproductive health and rights and LGBTQI+ rights, advocacy, policy influencing.

No direct budget holder responsibility but contribute to budget planning and monitoring.

Beirut with frequent travel across Lebanon

Key Responsibilities:
Management and partnership
- Lead on the day-to-day field activity implementation and daily communication with relevant stakeholders;
- Under the supervision of the Governance programme manager work with partners’ teams to develop and regularly monitor work plans and spending plans for project implementation;
- Support the PM to ensure that donor contractual requirements are fulfilled with reference to the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;
- Responsible for analysing data from referrals and producing referral analysis reports upon request;
- Coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure the implementation of all MEAL activities together with partners for all stages (baseline and endline, learning reviews, project indicators monitoring, and other relevant monitoring activities), and promote accountability at both Oxfam’s and the partner’s level
- Work closely with the different functions and department to ensure synergy, coherence of efforts, and optimisation of resources;
- Facilitate project communication across various departments at Oxfam including finance, HR, communication, policy and others;
- Undertake a range of administrative duties and tasks that may reflect substantial variety;
- Undertake regular field trips to the project sites with the purpose of joining efforts with implementing partners, performing monitoring assessments of activities, progress, systems and mechanisms;
- Periodically report on RAIS, Activity Info and other reporting systems
- Report verbally and in writing to the PM on a regular basis on programme progress
- Ensure compliance with sector and Oxfam principles and standards of localisation, local leadership, and feminism;
- Actively contribute and engage in report writing and review partners’ project reports, support in the production of MEAL-related reports and submit to PM and coordinators on a regular basis as needed.
Advocacy and civic space for Gender rights and SRHR
- Map, network and build collaborations with local and national actors including grassroots organizations, relevant governmental authorities, women-rights (WROs) and feminist organisations;
- Join and support partners in designing, implementing and reporting on contexts-specific that promote civic activism and gender/SRHR rights, adopt and implement a community-based neighbourhood approach (community mobilisation, prioritisation of needs, locally led advocacy, etc.);
- Coordinate the joint work and convening efforts of partners for project activities to ensure that the scope and overall direction and objectives of the project are maintained, and that activities are delivered in line with project timelines and standards;
- Act as a liaison between communities, partners, national and international actors concerned about issues of gender, women rights and civic space;
- Support gender and SRHR-focussed assessments, and knowledge production
- Support gender and SRHR-focused advocacy plans and campaigns.

- Required to make sound judgements regularly within agreed processes using a good understanding
of the team and the facilities of the team.
- Communication is largely with internal staff, (including internationally) also with some external
contacts and target audiences to support operational work.
- Analysis and communication of some complex information at a simple level is required to a wide
audience to promote and influence

- Relevant work experience of 2 to 3 years in working on governance, women empowerment, gender minorities’ rights issues, community and economic development projects
- Demonstrable experience in community mobilisation, as well as with local authorities and civil society engagement
- Proven previous experience working in the field of women rights
- Proven previous experience working in the field of sexual and reproductive health
- Good understanding and knowledge in application of do no harm, conflict sensitivity principles
- Good levels of understanding of the concepts of local leadership, localisation and feminism
- Good levels of spoken and written English and Arabic
- Proven analytical skills with proven skills in drafting and preparing reports
- Strong facilitation skills and ability to deliver capacity building training sessions
- Experience of balancing time between multiple projects and responsibilities, including responding to volunteers, attending various meetings, and completing administrative tasks
- Willingness to work in insecure environments and a high level of adaptability and initiative
Desirable

- Degree in gender studies, sociology, anthropology, or any other related field.
