Introduction about MSF:
Médecins Sans Frontières (MSF) / أطباء بلا حدود is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.
A FEW WORDS ABOUT THE PROJECT
The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally, MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remain in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above mentioned activities, MSF provides in addition home based care for those patients who are housebound or bedridden often due to an advanced NCD disease.
Main Objective of the position:
The watchman will be carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission’s personnel and premises.
Accountabilities:
- Surveying the MSF premise’s access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
- Watching MSF premises and property’s perimeter fence through regular patrols. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended.
- Organizing traffic of vehicles within the premises and directs them in and out.
- Checking that the doors and windows are locked and lights are off when people leave premises. Checking that security lights are working properly and informing line manager of any possible problems.
- Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.) and performs general maintenance activities of the garden (ex. cut grass, maintain flower beds, prune trees if necessary, etc.).
- Maintaining watchmen’s torch and other lighting tools, returning used batteries and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability.
- Supervising diesel/petrol tank levels and providing spare can(s) of fuel. Ensuring the correct functioning of generator and water pumps (starting, switching off, record sheet of operating hours and maintenance) as well as the correct use of extinguishers (being aware of their location.
- Informing line manager of arrival of any materials before unloading and helping MSF staff carry heavy items, if necessary.
MSF Context Specific Accountabilities:
- Screening / Assist Patients:
- Ensure that patients’ movements are facilitated: from outside the clinic into the waiting room, then to consultation and provide them with assistance when needed (ex: going up the stairs, getting inside and outside of the ambulance and other)
- Help in directing patients questions to the right medical staff member.
- Prevent entry of anyone who does not have a valid reason to enter and contact administration team for authorization when needed
- Assist in ensuring premises safety by preventing entry of anyone carrying a weapon.
- Guarding:

- Ensure security of ambulance together with the driver within the premises and direct them in and out.
- Ensure that no material is taken out of MSF premises without prior authorisation.
- Check that doors and windows in the various buildings are locked and that internal lights are switched off at night except in BC.
- Be flexible in rotation and assure 24/24 hours activity (including night duty and weekends)
- Do not enter premises to which access has not been previously authorized.
- Ensure that an outside light is on when the premises are unoccupied
- Facility Supplies:
- Inform the supervisor in advance needs of drinking water and inform them in case there is shortage in water
- Keep the receipt upon delivery of the drinking water in MSF premises
- Move furniture/materials inside the facility when requested.Address any issue related to the facility maintenance to the supervisor if unable to fix it (e.g.: sink, toilet, electricity…).
- Handle small maintenance works like changing light bulbs, fixing postersEnsure that UPS, Generator and Emergency Light are working properly.
- Ensure the correct use of generator.
- Ensure correct use of extinguishers as well as know where they are located.
- Assist in the loading and unloading laundry and medical garbage
Additional responsibilities

- Inform Log base in case of absence before start of shift and in case of urgent leave during shift.
- In case of an incident in or near MSF premises, inform Log manager/Log base immediately .
- Participate in meetings and possible trainings
- Perform any other additional duties given by the immediate supervisor .

Required literacy
Experience
– Essential : Previous experience in crown controlling, security, janitor, watchman or any relevant experience.
– Desirable : Previous experience with NGO or MSF
-Ability to be flexible in the location and shifts including night shifts and weekends
