The Lebanese Union for People with Disabilities (LUPD) is seeking to hire a part-time Procurement Officer to manage the organization’s procurement activities. The primary objective of this position is to ensure that all purchased goods, services, and supplies meet the required quality standards while remaining cost-effective. This position will offer the successful candidate the opportunity to work independently, take initiative, and apply creativity in the procurement processes. The Procurement Officer will be responsible for assessing the needs of various LUPD activities, managing supplier relations, evaluating potential suppliers, approving purchases, and maintaining accurate records related to procurement.
Key Responsibilities:
1. Develop Procurement Plans:
– Develop comprehensive procurement plans for acquiring equipment, services, and supplies based on organizational needs.
– Collaborate with other departments to identify procurement requirements and ensure timely and efficient purchase processes.
2. Adhere to Organizational Procurement Policies:
– Ensure all procurement activities are following LUPD’s procurement policies and procedures.
– Review and update procurement guidelines as necessary, ensuring best practices and compliance with organizational standards.
3. Evaluate Products and Services:
– Review, compare, analyze, and approve products and services for purchase, ensuring they meet quality, cost, and delivery standards.
– Liaise with relevant internal stakeholders to confirm product/service specifications.
4. Inventory Management:
– Manage and monitor inventory levels to ensure that supplies are available as required, while avoiding overstocking.
– Maintain accurate records of all purchases, product prices, suppliers, and inventory levels.
5. Supplier Management:
– Keep up-to-date information on suppliers, including qualifications, delivery schedules, and product ranges.
– Foster and maintain strong, professional relationships with suppliers to ensure long-term collaboration and the best terms and conditions.
– Negotiate contracts and terms with suppliers, ensuring competitive pricing and quality service delivery.
6. Supplier Research and Evaluation:
– Conduct market research and evaluate new suppliers to ensure the organization is obtaining the best products and services at competitive prices.
– Assess supplier performance based on delivery timelines, product quality, and cost-effectiveness.
7. Budget Preparation and Cost Analysis:
– Prepare procurement budgets for various departments or projects within LUPD.
– Perform cost analyses to assess financial feasibility and budget adherence for procurement plans.
– Regularly report on procurement expenditures, highlighting any potential savings or deviations from the budget.
8. Reporting and Documentation:
– Maintain detailed and accurate records of all procurement activities, including contracts, purchase orders, invoices, and delivery notes.
– Prepare and submit periodic procurement reports to management, providing insights into procurement trends, supplier performance, and cost-saving opportunities.
Qualifications and Skills:
– Experience: Minimum of 2 years of experience as a Procurement Officer or in a similar role, ideally in a non-profit, public, or similar sector.
– Education: Bachelor’s degree in business administration, Supply Chain Management, Finance, or a related field. Relevant professional certifications would be an asset.
– Technical Skills: Proficiency in Microsoft Office (Excel, Word, PowerPoint)
– Communication Skills: Excellent written and verbal communication skills, with the ability to negotiate effectively with suppliers and liaise with various stakeholders within the organization.
– Analytical Skills: Strong analytical skills with the ability to assess and compare supplier offerings, analyze procurement data, and evaluate cost-saving opportunities.
– Attention to Detail: Strong attention to detail and accuracy in handling procurement records, contracts, and invoices.
– Strategic Thinking: Ability to think strategically and make informed decisions that align with LUPD’s objectives and mission.
– Management and Leadership: Experience in managing suppliers, negotiating contracts, and overseeing procurement processes.
– Teamwork and Collaboration: Ability to work collaboratively with internal teams, including finance, operations, and program departments, to meet procurement needs.
Additional Requirements:
– Strong organizational skills and the ability to prioritize and manage multiple tasks.
– Ability to work independently and efficiently with minimal supervision.
– High level of integrity and confidentiality in dealing with procurement information and vendor relations.
Working Hours and Salary Range:
– Hours: Part-time position with flexible working hours
– Salary Range: >800 USD
– Duration: One-year contract with possibility of renewal
