Background

To support the growing needs of children and youth in Lebanon, Amel will launch the Makani project, a Multi-Service Community Centre (MSCC) Approach, through 19 community centers and 1 informal settlement. The project will provide comprehensive package of integrated services targeting marginalized and vulnerable children and youth aged 0-18 years and their caregivers in the Governorates of Beirut and Mount Lebanon. The MSCCs are safe spaces that provide vulnerable children and their caregivers with a range of programs, including Education, Child Protection, Early Childhood Development (ECD), Life Skills and youth engagement support through a community-based approach, to reach both Syrian and Lebanese vulnerable children in both host communities, collective, and Informal Settlements.

The field MEAL officer will be responsible for establishing a comprehensive monitoring and evaluation framework for the Makani project, ensuring its smooth implementation collaborating closely with multiple team members, as programs and technical teams. He/She will work under the supervision of the project coordinator and other relevant colleagues. The field MEAL officer will be based in Beirut with regular field visits to the project’s sites.

Responsibility #1: Internal and External coordination

• Participate in the project weekly team meetings: share relevant updates, identify linkages with other projects/sectors, contribute actively to the internal coordination;
• Collaborate closely with the Amel’s partners and participate in external meetings if needed;
• Participate in other required internal meetings.

Responsibility #2: M&E procedures

• In close collaboration with the project and field coordinator, the field MEAL officer will develop a Monitoring & Evaluation system that will ensure tracking of the program’s results at different level (output, outcomes, impact);
• Elaborate Standards of Procedure (SoPs) and guidelines for the implementation of the M&E system and update when needed;
• Create M&E plans for the Makani project following the logical frameworks;
• Create dashboards to ensure that updated and accurate projects’ results (data analysis) are accessible to the team members;
• Contribute in the projects’ design ensuring that the logical frameworks will follow the M&E system.

Responsibility #3: Monitoring

• Ensure that the field teams have a clear understanding of the M&E plans’ objectives, processes and tools;
• On the technical level, assist the field teams in the data collection (capacity-building);
• Conduct field visits and team meetings when necessary to ensure the smooth cohesion of data collected on the field under each project;
• Make sure that the dashboards are updated with accurate data on a regular basis.

Responsibility #4: Evaluation

• Develop tools and procedures to collect the beneficiaries’ feedbacks with qualitative and quantitative assessments (questionnaires, FGDs templates, baseline / endline survey, sampling method, etc.) in close collaboration with the coordinators;
• Provide technical assistance in the feedback collection if needed;
• Generate evaluation report from the qualitative and quantitative assessments;
• Collaborate closely with the projects’ teams to ensure that the feedback informs projects’ adaptation and re-design (lessons learnt and capitalization).

The field MEAL officer may assist in additional tasks and carry other responsibilities which are not mentioned above, depending on the needs of the Makani project.

Requirements:

• University degree in the relevant subject area (statistics, data management, social sciences, international relations, economic development, management administration or a relevant field);
• A minimum of 2-3 years working experience in Monitoring and Evaluation;
• Good knowledge of core principles of Children Rights and Do No Harm in Emergencies minimum standards;
• Strong communication skills and ability to work in collaboration with multiple stakeholders and staff members;
• Fluent in English and Arabic (oral and written);
• Sharing of key humanitarian values with cross-cultural sensitivity.
