1. Description
The project comprises three types of cash for work activities targeting 500 workers: food production activities, including the production and distribution of daily meals and preserves baskets to 400 vulnerable families in targeted neighborhoods; agricultural activities including urban farming, small-scale farming and composting; and crafts activities including quilting, and possibly wood work, pottery, shoemaking, or copper production. In addition, we propose a Full-Stack Web Development VT targeting 25 women from vulnerable neighborhoods. All sub-activities will run for 3 cycles, and each cycle will start with a period of training, part of which will be technical, and will differ from one sub-activity to another, and part of which will be cross-cutting across all sub-activities, over two days. The latter part will include onboarding training on PSEA, code of conduct, non-violent communication, work ethics and well-being. Once training is complete, the workers will move on to the production phase.
2. Objectives
The objective of the Monitoring and Evaluation Officer is to establish and implement robust monitoring and evaluation systems, methodologies, and processes to measure the progress, effectiveness, and impact of programs and projects. The officer will contribute to evidence-based decision-making and organizational learning.
3. Responsibilities
a) M&E Framework Development:
Develop and implement a comprehensive M&E framework that aligns with the organization’s goals, objectives, and donor requirements.
Design and implement M&E tools, data collection instruments, and reporting templates.
Establish clear indicators, targets, and data collection methods for monitoring and evaluating program outcomes and impact.
b) Data Collection and Analysis:
Coordinate and conduct data collection activities, including surveys, interviews, focus group discussions, and site visits.
Ensure the quality, reliability, and validity of collected data.
Analyze quantitative and qualitative data to identify trends, patterns, and insights.
Prepare clear and concise reports and presentations on M&E findings for various stakeholders.
c) Monitoring and Reporting:
Monitor program activities, outputs, and outcomes against established indicators and targets.
Regularly review and analyze progress reports from program implementation teams.
Identify gaps, challenges, and potential risks and propose appropriate solutions or corrective actions.
Prepare timely and accurate progress reports for internal and external stakeholders.
d) Evaluation and Learning:
Plan and conduct evaluations, including baseline assessments, mid-term reviews, and final evaluations.
Collaborate with program teams to identify lessons learned, best practices, and areas for improvement.
Facilitate learning sessions and knowledge sharing among staff and partners.
Contribute to the development and implementation of organizational learning strategies.
e) Capacity Building:
Provide training, guidance, and technical support to staff and partners on M&E concepts, tools, and methodologies.
Promote a culture of M&E within the organization and build the capacity of teams to collect and analyze data.
Ensure the utilization of M&E findings in program planning, decision-making, and reporting.
Qualifications and Skills:
The ideal candidate for the Monitoring and Evaluation Officer position should possess the following qualifications and skills:
Bachelor’s degree in a relevant field (e.g., social sciences, international development, statistics).
Proven experience in monitoring and evaluation, preferably in a similar role.
Strong knowledge of M&E frameworks, methodologies, and data collection techniques.
Proficiency in data analysis and reporting using statistical software (e.g., SPSS, Excel, or other relevant tools).
Familiarity with project management principles and practices.
Excellent analytical and problem-solving skills.
Strong attention to detail and ability to work with complex data sets.
Excellent written and verbal communication skills.
Ability to work independently and meet deadlines.
Strong interpersonal and teamwork skills.
Reporting and Supervision:
The Monitoring and Evaluation Officer will report to the Project Manager or another. They will collaborate closely with program managers, project teams, and other relevant stakeholders.
Duration and Remuneration:
The Monitoring and Evaluation Officer position is a full-time role with a standard probation period. The duration and remuneration will be in accordance with the organization’s policies and guidelines.
