RESPONSIBILITIES:

Monitoring and Evaluation

• Develop M&E plans to monitor project/ program indicators under MEAL manager supervision and support, in compliance with donor, and MEDAIR standards and guideleines
• Familiarize with project/ program interventions, standards, guidelines and beneficiary selection criteria
• Support in developing design methodologies, tools, and surveys for post distribution monitoring (PDM) and other monitoring activities.
• Lead PDM processes and other monitoring activites where appropriate, by coordinating with relevant sectors in alignment with project MEAL plans and priorities, oversee and ensure the quality and completeness of the PDM reports, submission and approval.
• Assist with creation of ODK forms and databases in conjunction with the project/ program team and IM team
• Collect data and complete surveys for follow-up monitoring and evaluation in order to obtain qualitative and quantitative data on the project performance indicators and objectives
• Ensure project/ program data is managed and the indicator tracking tables are up-to-date
• Train, assist, and monitor casual labor on surveys, data collection and ensure best practices in the field
• Carry out analysis of key data and clearly present findings in order to promote learning and improve health programming practices, as well as data collection and management
• Make sure that data is consistently collected, analyzed, and shared with project/ program staff timely and accurately to inform decision making
• Conduct regular monitoring visits to project/ programs sites and provide detailed monitoring reports.
• Conduct and/or assist in conducting programme/project evaluations
• Ensure beneficiary consultation is mainstreamed in all M&E related processes and tools
• Provide M&E-related capacity building for relevant MEDAIR staff.

Communication

• Liaise with project implementation staff and local communities on site
• Assist in translation as needed.
• Ensure that any issues identified during monitoring processes are communicated clearly with MEAL Manager and project staff
• Welcome beneficiary feedback, complaints, referrals and report it to Accountability focal point, following MEDAIR Lebanon SOPs related to referrals, complaints and feedback

Reporting

• Ensure accurate and timely reporting of monitoring activities e.g. through weekly and monthly reports
• Ensure findings and data generated through project monitoring activities is included in donor and MEDAIR reporting
• Provide input to MEAL Manager for monthly situation reports based on key M&E processes and findings

Logistics

• Work within Medair’s recognised procedures for logistics and work with logistics staff to ensure items are procured, transported, stored, managed and accounted for correctly
• Raise Purchase Requests for MEAL related activities/ items, and coordinate with the logistics department to ensure the timely purchase and delivery of quality materials.
• Support when needed to complete the monthly Cash Needs Forecast for MEAL activities.
• Understand and adhere to Medair finance and logistical procedures that concern MEAL related activities.

Quality & Financial Management

• Be aware of the potential for loss or fraud in logistical activities and procedures.
• Pro-actively work to prevent such occurrences by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources

PERSON SPECIFICATION:

-University degree in Architecture, Civil engineering, or in psychology, social sciences

-MINIMUM 2 YEAR OF PROFESSIONAL OR PRACTICAL EXPERIENCE IN MONITORING AND EVALUATION.

-EXPERIENCE IN PARTICIPATORY ASSESSMENT, MONITORING AN EVALUATION

-Familiar with Sphere and CHS principles and standards

-Strong working knowledge of Arabic and English (spoken and written)

-Computer skills, including use of SPSS, STATA or other software for statistics/ data analysis, with good working knowledge of Microsoft Office, and Outlook
